Watchman 1 gets tangled in a crowd, slowing him down. Watchman 2, the portlier of the two, begins to look exceedingly winded. (a second level of exhaustion). He blows on his whistle hoping that will slow down the speedy thief.

Sharvon continues a light jog, keeping just out of sprinting distance of the watchmen and the thug.
The thug snarls at an arguing couple, who back away. Both watchmen begin to visibly flag. (Watchman 1 gets a second level of exhaustion. Watchman 2 gets a third level of exhaustion.)
Round 23:
As tired as his pursuers look, Sharvon risks letting them get as close as 30' from him and opts to keep to a light jog.
The thug stumbles over an urchin and has clearly reached his limit (third level of exhaustion)
Watchman 1 reaches his limit as well, blowing on his whistle with what little breath he has left.
Watchman 2 is still following but at little more than a walk.

He then runs off north to the designated meeting place by the river, but as he goes, he'll send any watchmen he comes across to join the pursuit, and incidentally take them away from the rendezvous.
Off the route, Tug moves at normal speed by the quickest path to the square. He is watching for watchmen who might join the chase, though for a while (until he nears that last leg where Rixton is waiting, maybe) he'll be pretty far from the action and unlikely to affect events. Still, any watchmen he sees Tug will shout perfectly true but incomplete information Dron's girl was robbed down by the Treasure Room! Something fishy by the river! I ain't goin' anywhere near there!
And as he goes Tug seeds some rumors and theories by telepathy to random citizens, so as they don't know where they heard it from Dron can't protect his girl, they stole her necklace or Dron musta changed girls, you know the thieves all work for him so different theory proponents might argue with each other
