In addition, he activates the [Tooltip Not Found] targeting Cobalt Cha 18 save or take 7 and become afraid of blue for one turn.
Blue moves to M33....
and quickens another spell...Tasha's Mind Whip and will spread the wealth casting it at 5th level, targeting
Cobalt, Effreeti, Katarina, and Flur. DC18 Int save or take 12 psychic and suffer the effects.
Finally, his [Tooltip Not Found] activates again this time targeting the Efreeti Cha 18 save or take 10 and become afraid of blue for one turn.
