"We also don't have a jail," The Baroness adds.
Udo the prisoner shakes his head. "The festivals are not going to keep Strahd away. People still go missing from the woods. His wagon still goes around Barovia. This festival acheives nothing, except for only buying time."
The Burgomaster turns to the group. "We can't have him running around town claiming these things. How do we know he's not an agent for Strahd?"

Lady Fiona shakes her head at Baudric's question. "Vargas doesn't have a connection to the wolves. The only animals he seems to favor are his mastiffs who are always with him. It's possible that he struck a deal with some hunters and they remove anyone who's a threat. It's very easy to hire people and remove them from existence."

If I were the Burgomaster, I wouldn't put on so many of these damned festivals. I'd welcome Strahd to our city and show him the respect he deserves."

"Look," Bral says before leaving. "We're working to put an end to Strahd once and for all. Soon, you will not need to rely on any unnecessary festivals to keep Strahd away."
He then walks over to the door, "Come on. I think we've done all we can here. We will talk outside. Don't worry, we will still distribute the leaflets."
He then turns away walking through the door and out back through the house.

Once outside the mansion, Bral will make sure that Udo makes it safe away from the mansion and not apprehended once more.
"So, I guess this Lady Fiona Watcher is a rival of the baron and baroness," Bral says to the others. "I know they said she was a spy for Strahd, but they seem to be willing to accuse anyone who doesn't agree with them as a spy. We're lucky that we weren't accused and run out of town."
Bral looks up and down the street.
"We got two choices right now. We could either go and find the rest of our group and see just what trouble they gotten themselves into. Or, we can go try and investigate this Lady Fiona Watcher. We could begin by handing out these leaflets and asking the folk of the town just what they think."
