Resmae takes hold of her holy symbol and starts to mutter. She calls out to Lathander, and a burst of light streaks from her mouth to Halei's burnt foot (Halei, your burns are healed and hp restored).

What was that phrase people kept using when it was time to do the same thing again and again? Rinse and Repeat. Well, it was time to rinse and repeat, quite literally. And hopefully with more luck this time.
Bugs bounded back out the door and scooped up more lake water. When he came back in, dodging the others as he did so, he attempted to aim his water at one of the bouncing coals. As he saw the water splash down he wondered about smothering the flames. Would sand or mud be more effective? Maybe. But water was at least near at hand.
Did you ask for a dex check for the water "attack?" If so: 15.
As bugs hurries by with water, Chapley plunges his hands in, soaking them. He then starts chasing after the coal, whistling at it as if it were a dog. As the coals pass by a window, he lunges, trying to grab them in his soaking wet hand and hurl them out the window.
With her hands all healed, Halei runs to the waterside to fill up her bucket, and runs back just to try the same strategy all over again. Trying to simultaneously pour water out onto the little coals and then trying to stomp them out with her feet. Then once the water is empty from her bucket, tries to smash one with her bucket before she goes to refill.
Balliol, with the bucket in hand, you exit, hop down to the lake, dunk and spring back to the alight building. As you reach the ramp, Chapley steps before you, halting your progress. He looks at you, down at the bucket and plunges his huge hands into the water.
Chapley, you turn and make haste into the burning building. (Insert large half-orc calling a whistle at little black bouncing coals here) You grab at one of the bouncing coals as it whizzes up nearby. Your left hand misses. You make another grab with your right hand as the coal out-manoeuvres your left hand. The coal zigs while you zag. But, a stroke of luck sees the animate coal out-manoeuvre itself right into Balliol's bucket.
Hissing the scream of a waiting kettle as it stops dead, it sinks to the bottom of the bucket in a waft of steam.
Balliol, you step forward and hurl the remaining water toward another of the aminate coals. The aqua flies past its target, missing but successfully extinguishing some fire engulfed areas of the building.
Halei, following Balliol's lead, you run down, fill your bucket and bolt back up as fast as possible. In your haste, tripping on one of the wooden rungs of the ramp up to the room (Possibly the result of you not being so accustomed to wearing shoes). Your bucket slips from your hands, and water spills across the room. Missing the animate coals but still dousing some of the burning building.
Wildred, you do the same. Halei trips before you, leaping across her as she falls forward. You toss the water from the bucket before making the ground, and spectacularly water soaks one animate coal mid-air. The little black ball drops to the ground screaming and hissing. It jitters and jerks for a few seconds before bounding up again and continuing to bounce around the room.
Sammy excitedly rushes back and forth near the ramp and the door, snarling and growling. Still, the heat from the door discourages him from entering.
Resmae steps into the room. Releasing her waterskin from her belt, popping the cork, she grasps it with both paws. Closing one eye, she holds the skin out front of her, takes careful aim and squeezes with all her might. A long stream of water squirts out for several seconds as she guides it across the flying coal. Hissing and squealing, the coal hurls itself away from the water.
The bullywug continues to run around in a more and more manic state. Banging his bucket against random flames or patting little fires with his hands.
With one coal extinguished and no longer a threat. Several others continue to randomly bound around the factory and wreak havoc. You have successfully extinguished the fires in some parts of the factory, but it continues to burn also.
Seeing what Chapley is trying to do Balliol briefly considers trying to catch one of the coals in his bucket to toss into the lake but lets the idea bounce away just as he is sure the coal would bounce out of his bucket if it didn't have water in it. He'd have to get it in the bucket and then slap some sort of lid over the top. That seemed unlikely to work. Instead . . . rinse and repeat. Being careful not to step on Halei he bounded back out to the lake to refill the bucket and attempt to douse another one.
As he passed Resmae he tossed her his waterskin thinking she'd be faster if she didn't have to refill her own.
*I'm thinking that using the bucket is Balliol's action and the bucket functions sort of like a weapon in this case. If that is true, Bugs would still have an item interaction - and that is what he would use to toss the waterskin to Resmae. But I'm not sure how you want to handle this. If he doesn't have time to do his own firefighting and toss the waterskin as an extra, he wouldn't do it. He wouldn't give up his own action to do so. In that case, ignore that last sentence.
Halei takes a second to huff out a big sigh, the hair in front of her face blowing up then falling right back down into her eyes. It was just not her day it seemed. She jumps up to stand and glares at her feet as if her menacing stare would be enough to chastise them for failing her. At least she got a bit of the fire out, but there were still little coals dancing around. At this rate, the whole house might be burnt to the ground soon!
All Halei could do is continue her efforts, despite her lack of luck. Maybe this time she'd nail 2 at once!
Halei dusts herself off, and goes right back to where she came from to fill her bucket up again. She tries her best to be aware of her clumsiness in her shoes, which felt big and heavy on her feet. She tries to quickly, but carefully make her way back to the house and attempt to pour the water onto the coal without trying to stomp them out this time (aware of her susceptibility to falling in her shoes this time.

Chapley, you feel the intensifying heat seer your front (3 fire damage), forcing you back out of the room toward the leading ramp on the sand.
Sammy continues his excited growling and running back and forth.
Resmae, Balliol and Chapley, you watch in horror to see the roof near the entrance collapse in a firey downfall just as Halie, Wildred and the bullywug are trying to make their way out. But they don't. You are forced back onto the sand by the intensity of the fire as the building before you is engulfed in an out-of-control blaze.
Bug watches in horror as the building partially crashes in on itself. Oh . . . crap, please let none of his friends be under that fire. He desperately looked around for another way in and nothing was obvious. A path moved around the building to the left - but it went right next to the massive fire that raged over the former entrance. He wasn't sure he could get around that way. The other way the lake. A steep bank went down to the water and that seemed unlikely to help as he would be at the buildings foundations, whatever they were.
He was about to turn and run when he saw Sammy. Speaking in sylvan he hoped the dog could do something he didn't know if it could do, "Sammy! Can you blink into the building and save the others? Blink out with them? Blink and save them Sammy!"
Hoping the creature or maybe Resmae had understood him he turned to the north and ran around the fire (expending a ki point for step of the wind to get 80' of total movement this turn.). He dodged the fire but circled the building looking for another boardwalk, deck, ramp, door, window - anything. Even a weak spot in the wall that might be vulnerable to attack to break thing open. (Assuming no obvious weak spot appears.) Bugs ran to the far side and saw a boardwalk - he ran up to it hoping it led to a door - but it didn't. Ahead was another deck around the back - he continued on. (Assuming he gets to about the near end of the boardwalk, but let me know exactly where you place him - he is doing max movement.)
As Bugs ran he pulled out his whistle and blew it for all he was worth. It wouldn't put out the fire but it might summon aid. He blew and blew and blew and blew. There had to be a way in!
The fire rages on, rapidly engulfing more and more of the balloon factory.
Chapley stares into the fire, seemingly hypnotised by the flames, while Resmea tends to Aros to ensure her safety.
Balliol, you weigh up your options. North you risk the fire, and south the water. Sammy catches your eye as he runs circles between you and the fire. You tell him, "Sammy! Can you blink into the building and save the others? Blink out with them? Blink and save them, Sammy!" he stops and looks at you with confusion before whimpering and then he is gone. Then you make the split-second choice to take the north. Bounding toward the pathway to the north of the factory, you see the sand bank around the building is clear and make your way around to the eastern side, where there is a wooden bridge crossing the water to your left and the causeway leading around to the front/southern side of the balloon factory. (You have just reached the beginning of the southern causeway.)
You are blowing your whistle, when you are interrupted by three bullywugs. They hastily march across the eastern bridge. Past you toward where you just came from. The two at front carrying a hose that is connected to what look like bellows carried by the third.
Resmae and Chapley, three bullywugs run around from the northern side of the balloon factory. The two at the front carry a hose connected to what looks like bellows held by the third. They run toward you, calling out, "Make way! Get out of the way!" the third bullywug bumps past you and pokes the end of his bellows into the water while the other two strategically place themselves with the hose at the ready, pointed at the fire.
Balliol, you are furiously blowing your whistle. As you pause to take in a breath, you hear something. You stop to listen. It is Halei's voice calling out from the nearest loophole in the southeastern side of the balloon factory.
"Hello! We're over here! Somebody help!" cries out Halei.
Chapley, upon hearing Halei's cry for help, you rush over to the southwest side of the building, raise your axe and prepare to make kindling of the wall. Between yourself and the three fire-fighting bullywugs, your foot entangles in the hose, tripping you. You fall forward, and your axe embeds in the wall. All three bullywugs turn to you as their equipment is yanked from their hands and, in unison, call out.
"Hey!"
Resmae grasps some wet sand in her hand, stands and holds the rose-gold holy symbol around her neck. "I hope this works!" she says before beginning her prayer to Lathander. All around, you watch to see droplets start to fall upon the burning building. Over the next few seconds, the droplets become pouring rain, falling and begins extinguishing the raging fire that engulfs most of the building.
Balliol, you rush to make your way to the small break in the wall where you heard Halei's voice. You peer in. But there is no one in there.
The location of Sammy, Wildred and Halei is a mystery.
Balliol rushes to the spot in the wall where he heard Halei's voice. He keeps blowing his whistle as he goes. When he gets there he stops lowing the whistle and shouts inside, "Halei! Wildred!" Then he starts looking to see if there is any way to yank on the boards or if he could try and pry them up with his sword. Hacking at them was an option as well but didn't seem very likely to work. But he was desperate and would try anything. The rain gave him a pause but he didn't have time to stop and say a little prayer.
(I made a perception check in case you wanted one since it seemed the most likely thing for looking for a way in - I guess maybe investigation would work as well. I don't know if you want it, but I made it just in case. Perception roll = 17) If Bugs does find anything that makes him think getting in/out might be possible he would set to work on it.)
Chapley, you turn from your face-down position lying on the sand (after tripping over the fire hose). As you look up at the burning building above, you notice it swaying. Your instincts tell you this building is about to collapse. You jump up, pull your axe from being embedded in the wall and retreat back with Resmae, Aros and the three bullywugs. And not a moment too soon.
Balliol, you grasp the small slit in the wall and peer around, calling for Halei and Wildred. You can't see them in there. You yank at the small window in a futile attempt to break the surrounding wood walls in the hope that you can get inside or at least make way for your friends to escape. Suddenly, the wood causeway (protruding over the lake) you are standing on shakes violently. You step back, startled and realise the building is beginning to collapse. Before you know it. The walkway tilts back and begins to collapse into the lake. You are about to become crushed by a falling, burning building in the rain. Your mind runs through your options which, at a pinch, seem to be (acrobatics check please)...
Jump back into the lake and swim,
or the riskier of the two options, see if you can run/jump across to the east side of the burning building, where a bridge leads east.
Balliol feels the building and walkway start to collapse. He spins and sprints toward the east side of the building and leaps towards the bridge to the east.
Agility check: 22
Also - spend a ki point for step of the wind which allows me to take the dash action as a bonus action and double my jump distance. I'm not sure if it will help in how you are seeing this but he can then also still do his usual dash action. So move = 40', step of wind bonus action dash = 40' and action dash = 40' for a total movement speed of 120' And a doubled jump distance. He also has the rabbit hop ability depending on how you want to play that. I'm hoping that is enough to reach the bridge.
Chapley and Resmae, you watch as the building that is being soaked by the pouring rain collapses before you into a huge pile of broken and smouldering wood. As if on cue, as the building rests, the pouring rain stops. It is unlikely that anyone inside could survive.
Balliol, with a spin, a sprint, a jump and a spent Ki, you bound off of the lake-bound porch, under the falling building walls and find yourself on the opposite side of the pile of shattered and smouldering wood at the beginnings of a sketchy looking rope bridge that leads across the lake to a Gazebo on the other side some sixty feet away. Several animate bullywug heads-on-spikes traverse the edge of the bridge.
"Whew, that was a close one!" one yells out at you. "Ya, you nearly turned wabbit stew!" replies another and the others join in laughing and taunting you.
Shortly after...
"Shhhush!" one of the heads-on-a-spike calls out as several bullywugs march hastily across the bridge and past you, around the north of the smouldering collapsed building and toward where Resmae, Chapley and Aros are.
You count as nine bullywugs march on past before a final three stop before you. One of them demands, "Halt! You, Sir, are under arrest. Lay down your arms and come peacefully!" You find yourself with three bullywug spears at your throat.
Chapley and Resmae, the nine bullywugs stop before you and announce upon you the same demand, and you, too, are under arrest and threatened with long spears.
"Arrested for fighting a fire? There are two of my friends in that fire and one of your people. Do something about that and I will happily give you my weapons!" With that Bugs hands his shortsword hilt-first to the bulywog while looking desperately back at the fire.
Chapley and Resmae, Aros is carefully picked up by two of the Sylvan-speaking bullywugs as the two of you are led, by spear tips' around the fallen and smouldering building to a bridge where Balliol is also under arrest. The group converges and is marched across the flat wood-plank bridge, which spans an arm of the lake. The bridge is lined on one side by rows of bullywug heads on wooden spikes. As you are paraded across, several of the severed bullywug heads nearby erupt in a cacophony of voices. Some indignant, others sympathetic. A few in a more distant row yell, "What? I couldn't hear what they said!" among other things.
On the other side, a grand marble gazebo stands atop a mound of soggy earth, its white stone streaked green with algae. The support pillars have sunk into the muck unevenly, so the domed canopy now sits askew.
Short steps ring the gazebo, leading to a raised floor where bullywugs dressed in shabby clothing lounge on pillows. Among them, a harpist sends forth delicate notes that mingle with the murmured croaking of the gathered nobles. On a dais, a flabby bullywug wearing a crown of woven lily flowers sits on an ornate throne with his legs folded under him. He has a large leather-bound book open across his lap and is mouthing the words he reads on the pages.
One of your lead captors stands before him and pipes up. "The prisoners, Your Majesty!"
Without looking up, he says, "Have you no herald to announce your presence before King Gullop the Nineteenth?" He slams the book closed as if to punctuate his question regarding you for the first time.
Sleepy bullywug guards standing around their monarch snap to attention and ready their weapons.
"Where are the others?" questions the King of his guards.
"We don't know, Your Majesty. Perhaps they were in the building with the Duke when it collapsed." the guard fearfully replies.
"And you three! What have you got to say for yourselves?" he barks, addressing this question to you.
OOC: All of the Bullywugs are speaking Sylvan which Balliol and Resmae can understand. Chapley, you can't.

Balliol, you are furiously blowing your whistle. As you pause to take in a breath, you hear something. You stop to listen. It is Halei's voice calling out from the nearest loophole in the southeastern side of the balloon factory.
"Hello! We're over here! Somebody help!" cries out Halei.
Hearing Halei's voice, Chapley snaps out of it. He runs to the southwestern wall and starts chopping at the wood, trying to make a new entrance.

Chapley, upon hearing Halei's cry for help, you rush over to the southwest side of the building, raise your axe and prepare to make kindling of the wall. Between yourself and the three fire-fighting bullywugs, your foot entangles in the hose, tripping you. You fall forward, and your axe embeds in the wall. All three bullywugs turn to you as their equipment is yanked from their hands and, in unison, call out.
"Hey!"
Resmae grasps some wet sand in her hand, stands and holds the rose-gold holy symbol around her neck. "I hope this works!" she says before beginning her prayer to Lathander. All around, you watch to see droplets start to fall upon the burning building. Over the next few seconds, the droplets become pouring rain, falling and begins extinguishing the raging fire that engulfs most of the building.
Balliol, you rush to make your way to the small break in the wall where you heard Halei's voice. You peer in. But there is no one in there.
The location of Sammy, Wildred and Halei is a mystery.
Balliol rushes to the spot in the wall where he heard Halei's voice. He keeps blowing his whistle as he goes. When he gets there he stops lowing the whistle and shouts inside, "Halei! Wildred!" Then he starts looking to see if there is any way to yank on the boards or if he could try and pry them up with his sword. Hacking at them was an option as well but didn't seem very likely to work. But he was desperate and would try anything. The rain gave him a pause but he didn't have time to stop and say a little prayer.
(I made a perception check in case you wanted one since it seemed the most likely thing for looking for a way in - I guess maybe investigation would work as well. I don't know if you want it, but I made it just in case. Perception roll = 17) If Bugs does find anything that makes him think getting in/out might be possible he would set to work on it.)
Resmae's rain begins to pour down.
Chapley, you turn from your face-down position lying on the sand (after tripping over the fire hose). As you look up at the burning building above, you notice it swaying. Your instincts tell you this building is about to collapse. You jump up, pull your axe from being embedded in the wall and retreat back with Resmae, Aros and the three bullywugs. And not a moment too soon.
Balliol, you grasp the small slit in the wall and peer around, calling for Halei and Wildred. You can't see them in there. You yank at the small window in a futile attempt to break the surrounding wood walls in the hope that you can get inside or at least make way for your friends to escape. Suddenly, the wood causeway (protruding over the lake) you are standing on shakes violently. You step back, startled and realise the building is beginning to collapse. Before you know it. The walkway tilts back and begins to collapse into the lake. You are about to become crushed by a falling, burning building in the rain. Your mind runs through your options which, at a pinch, seem to be (acrobatics check please)...
Balliol feels the building and walkway start to collapse. He spins and sprints toward the east side of the building and leaps towards the bridge to the east.

Also - spend a ki point for step of the wind which allows me to take the dash action as a bonus action and double my jump distance. I'm not sure if it will help in how you are seeing this but he can then also still do his usual dash action. So move = 40', step of wind bonus action dash = 40' and action dash = 40' for a total movement speed of 120' And a doubled jump distance. He also has the rabbit hop ability depending on how you want to play that. I'm hoping that is enough to reach the bridge.
Chapley and Resmae, you watch as the building that is being soaked by the pouring rain collapses before you into a huge pile of broken and smouldering wood. As if on cue, as the building rests, the pouring rain stops. It is unlikely that anyone inside could survive.
Balliol, with a spin, a sprint, a jump and a spent Ki, you bound off of the lake-bound porch, under the falling building walls and find yourself on the opposite side of the pile of shattered and smouldering wood at the beginnings of a sketchy looking rope bridge that leads across the lake to a Gazebo on the other side some sixty feet away. Several animate bullywug heads-on-spikes traverse the edge of the bridge.
"Whew, that was a close one!" one yells out at you.
"Ya, you nearly turned wabbit stew!" replies another and the others join in laughing and taunting you.
Shortly after...
"Shhhush!" one of the heads-on-a-spike calls out as several bullywugs march hastily across the bridge and past you, around the north of the smouldering collapsed building and toward where Resmae, Chapley and Aros are.
You count as nine bullywugs march on past before a final three stop before you. One of them demands, "Halt! You, Sir, are under arrest. Lay down your arms and come peacefully!" You find yourself with three bullywug spears at your throat.
Chapley and Resmae, the nine bullywugs stop before you and announce upon you the same demand, and you, too, are under arrest and threatened with long spears.
"Arrested for fighting a fire? There are two of my friends in that fire and one of your people. Do something about that and I will happily give you my weapons!" With that Bugs hands his shortsword hilt-first to the bulywog while looking desperately back at the fire.
Chapley and Resmae, Aros is carefully picked up by two of the Sylvan-speaking bullywugs as the two of you are led, by spear tips' around the fallen and smouldering building to a bridge where Balliol is also under arrest. The group converges and is marched across the flat wood-plank bridge, which spans an arm of the lake. The bridge is lined on one side by rows of bullywug heads on wooden spikes. As you are paraded across, several of the severed bullywug heads nearby erupt in a cacophony of voices. Some indignant, others sympathetic. A few in a more distant row yell, "What? I couldn't hear what they said!" among other things.
On the other side, a grand marble gazebo stands atop a mound of soggy earth, its white stone streaked green with algae. The support pillars have sunk into the muck unevenly, so the domed canopy now sits askew.
Short steps ring the gazebo, leading to a raised floor where bullywugs dressed in shabby clothing lounge on pillows. Among them, a harpist sends forth delicate notes that mingle with the murmured croaking of the gathered nobles. On a dais, a flabby bullywug wearing a crown of woven lily flowers sits on an ornate throne with his legs folded under him. He has a large leather-bound book open across his lap and is mouthing the words he reads on the pages.
One of your lead captors stands before him and pipes up. "The prisoners, Your Majesty!"
Without looking up, he says, "Have you no herald to announce your presence before King Gullop the Nineteenth?" He slams the book closed as if to punctuate his question regarding you for the first time.
Sleepy bullywug guards standing around their monarch snap to attention and ready their weapons.
"Where are the others?" questions the King of his guards.
"We don't know, Your Majesty. Perhaps they were in the building with the Duke when it collapsed." the guard fearfully replies.
"And you three! What have you got to say for yourselves?" he barks, addressing this question to you.
OOC: All of the Bullywugs are speaking Sylvan which Balliol and Resmae can understand. Chapley, you can't.
