Watching Cyril dispatch the kobolds Caelyn safely turns her attention back to Pepper and the shifter attacking her.
Caelyn takes a few quick steps to the side, trying to position herself to get a clean shot at the shifter. She shouts at Pepper and the Shifter Lets take him alive for questioning! Adding to Ashe's words to try and get into the shifters head to reduce the attention to the fight.
She then aims for the shifters leg and lets loose another arrow. Making sure no chasing will need to be done.
Movement: Perhaps 10ft to get a clear line of sight of the shifter and not hit Pepper Bonus action: Trying another Master of Tactics to give Pepper adv by distracting the shifter. (will try not to use this every turn though) Action: Longbow vs shifter: Attack: 7 Damage: 12 (with sneak attack dmg due to Pepper fighting the shifter)

Pepper gives a mock frown as she tries to dodge the shifter's bite, getting a gash for her trouble. "Do we have to?" She drops a pace, then surges back as the shifter glances at Caelyn, both swords flashing, but turns them to strike with the flat. "Pay attention, puppy dog!"
Action: Attack shifter with longsword while it is distracted by Caelyn. 22 to hit, for 8 nonlethal damage Bonus Action: Attack shifter with other longsword. 26 to hit, for 11 nonlethal damage

(Welp, dice roller is being super weird again. When I hover over my attack roll it says it was 6d6? But when I wrote it, and edit it now, it is clearly 1d20ad+6. The other three rolls don't even pop up a hover... it just spins, so I have no idea what those rolls were. I really wish they'd fix this.)
I'm going to repost the same code in a spoiler here, just to bug test it a little bit, see if it works in another post... but I'm not editing the original, for fear of covering up the evidence and/or getting the manipulated dice roll banner.

Caelyn misses with her arrow, but distracts the shifter at the right moment for Pepper to thump him in return for his attacks on her! The fighter's nonlethal attacks have clearly taken their toll on the shifter, who looks a bit dazed by the pounding and the quick dispatch of his three kobold colleagues... Pernach sees the shifter is about 20' away, and the acolyte is 35' further up the street.
With the surrounding kobolds neatly dispatched, Pernach moves to close the distance to the acolyte. With far less effort than you'd expect, they throw their glowing greatsword at the remaining kobold.
Move to within 20' of the kobold, ideally on a path that leaves me between the shifter and Coal.
Attack: 18 Damage: 15
After the blade slices into (through?) the kobold, it vanishes to re-appear in Pernach's hand.

Pernach throws a glowing greatsword that cleaves clean through the acolyte. The shifter, beaten and dazed by this sudden and terrible display of violet brutality, throws down his sword, morphs back to a more human form, and declares his surrender. DC15 Insight:
The shifter is tensed to run away if he can, using the dropped sword and theatrical surrender as a distraction!
It's pretty obvious what the shifter is trying to do, though...(see spoiler above!)
Cyril moves towards the shifter in a display of casual ease, one hand resting dangerously near the dagger at his waist. "Ah ah, I'd calm down a bit if I were you. Some of us are very quick, you know..." If he can, he will try to circle around the shifter in order to cut off escape in the direction that the thug and the kobold hit squad came from.
Pepper scrapes her swords against each other, making a metallic hiss, and steps up to the shifter, blades pointed low but their tips bouncing like a heartbeat. "You have bitten off more than you can chew. Now is the time to decide, spit out what you know, or we dig around inside you and find it ourselves when you scream it out. Do it now, and you will live long enough to make better decisions."
She is convincing, and the shifter tells.
Sheathing both swords, Pepper steps back with a smile for the shifter that doesn't quite reach her eyes. "Now, this Garra will be displeased at your cooperation. Where can we find them that we can... convince them to leave you be?"

"Perhaps we should get Coal to the protection of the Sargeant, and our captive here to their custody. Perhaps Garra is the Daask contact Caden d'Orien worked with," Pernach muses.
They turn to their captive, "What can you tell us of this Garra character?"

Caelyn will make sure the crowd stays at some distance after the battle. If needed she will pull out the Sharn Watch writ of enforcement to be clear that this is official business.
While the others question the shifter she stays close enough to hear them.
Then turn to Coal, Why would they want to send this group to kill you? Is there something you saw or perhaps took from them?
Caelyn would also try to determine if the Coal answers are honest and complete. (Insight 18)
Ashe attempts to ensure they'll get the information they need out of this shifter. His eyes shimmer with light as he speaks the words, "I suggest you answer all of the questions asked by me or my companions truthfully."
The shifter has no other useful information to share. He doesn't know who Garra is, other than a higher ranking lieutenant in the Daask organization. He has no idea where Garra is, either. And you are very sure that he is not withholding any information from you.
Coal, in response to Pernach's question, quietly tells her story "Razor and I served in the Cyran military during the Last War - that's where I lost my arm. We came to Sharn after the war, but had trouble finding work. Nobody wanted to hire warforged foreigners built for, and often damaged by, combat. Well, after weeks and months we became desperate for money." She looks up briefly, but her gaze returns to the ground as she continues.
"A month ago, Razor told me she had a job working on a long-term secret mission for Alden d’Orien, the scion of a dragonmarked house. Warforged from other parts of the city were also recruited to help in the task. But Razor said the job required physical labor, so my injury prevented me from being getting hired too. Razor planned to save up her money to buy a new arm for me so we could work together again. But Razor often came back from work sullen or wounded. She never opened up about the job until shortly before she died. Razor confessed that the job was more dangerous than it seemed when she was recruited. She was planning to quit before she died. You should question Alden d’Orien. I'm leaving Sharn - I am clearly not safe in the city."
Coal has told you all she knows and wants to leave the city right away. Do you try to take her to see Sgt Vilroy, or let her go? What about the Daask hit team - your shifter prisoner and dead kobolds? And then there's the d'Oriens, a powerful dragonmarked house. The House of Passage manages land transportation. The lightning rail is the house’s most dramatic tool, but Orien also runs caravans and coaches across the length of Khorvaire. Dragonshard focus items ensure that the fastest vehicles are those driven by heirs with the Mark of Passage, but the house also licenses unmarked teamsters. The Courier’s Guild of House Orien delivers mail and packages, and is rumored to have a branch that handles more covert and dangerous deliveries...
Pepper turns to Caelyn, and speaks quietly. “Orien? Are we in over our heads? I’m not shy about it, but I’d warrant the deck is stacked against us facing up to such a House. Maybe we can end this by taking the shifter to Sgt Vilroy, and quit ourselves of this affair.”
She doesn’t sound afraid, but her eyes shift to the others.
"Coal, if you intend to leave, I don't intend to prevent you. But perhaps Vilroy can help you with safe passage, or at least some funds to help you? We are heading to speak with her, and it may be safer for you to not be alone." Leaving the others to keep hold of their captive, Pernach will clean their blade on the garments of one of the slain kobolds before searching their corpses.
