After being slapped by Pepper she awakens again holding her face seeing only Pepper near her. She looks around to see herself on the floor. With Ashe being the one to ask her how she is doing she responds I.. think im alright, thanks for asking. Still a bit whoozy she scrambles to her feet and exits with the group trailing behind them.
With Alden telling them all he knows Caelyn listens intently, trying to memorize the details by repeating the information to herself in her mind.
While resting she regains her footing. Washing off all the stuff on her hands from the manacles and getting some food. She will also try to wander a bit around the house.
Returning to the others she begins the discussion. We should report our findings to the watch about this Niho Koi to see what our next step should be. But should we report the d'Oriens involvement? It would seem to offer us little to do so. If not this house than another would of been used. She pauzes a moment.
We could use some coin, or perhaps we could use the house to gain a favor if we need it. The house has influence, i would like to see it used to our benefit. What do you think?
Pepper settles next to Caelyn. "I think we can report back to the good Sergeant, but we should leave d'Orien out of it. I mean, Vilroy probably knows, but we don't have to get involved in all that. I'm much more comfortable going after a crime lord than I am one of the Houses. But I'm also happy to go blitz this Garra's safe house right now."

As you leave the Mithral Tower, Sharn’s most desirable downtown residential district in Upper Central Plateau, you cross a bridge that views the city from a dizzying height. Just overhead, you hear a familiar voice. “Need a lift?” asks Sergeant Vilroy as she descends toward you in a skycoach.
As the others rest and recover, Pernach paces in seeming agitation. "I know we don't to start trouble with House Orien, but I hate that they're apparently getting away with throwing away the lives of unwanted warforged. I suppose we'll have to settle for bringing it back to our superiors for them to see to it that justice is done."
When Sergeant Vilroy appears in the skycoach, Pernach waves to her. "It would save us a walk. Where are you headed? We're heading for Lower Tavick’s Landing."
Pepper can't detect anything out of place. Vilroy brings the skycoach down next to the bridge so you can climb in. "So, what have you learned so far? And what, or who, is in Lower Tavick?"
"Garra, huh? Well good thing I'm here - the skycoach is the fastest way to get to Lower Tavick's Landing from here." Vilroy says. When all are aboard, the magical, floating vessel rapidly descends and darts around the various bridges, cables, and other flying people or vessels. After about 10 minutes, you come to Terminus Station in Lower Tavick’s Landing, a massive House Orien enclave that serves as the endpoint for the Orien lightning rail. The Terminus district is right near Wroann’s Gate, most travelers’ entry point into Sharn. It bustles with crowds, pickpockets, con artists, and other criminals looking to take advantage of the city’s visitors.
Vilroy pilots the skycoach to a large platform at the top of a tower, crowded with a diverse crew of humanoids. A prominent dock juts out from the tower, overlooking the crowded bridges and streets below. An unoccupied skycoach with a dragon-shaped prow is chained to the south platform. You can see several taverns and shops that sell souvenirs and gifts for the city’s visitors to bring home to loved ones in the tower. Vilroy pulls alongside the north of the platform and says, "OK, here you are. This tower has several apartments - I think Garra is in one of them. Good luck. Keep me posted, yeah?" When you are out of the vessel, Vilroy salutes, smirks, and flies off.
The platform is circular, about 50' in diameter, and to the west is the start of a 10-foot-wide outdoor spiral staircase that wraps around the tower. The stair leads from the skycoach platform to the roof of the tenement tower. (Map and drawing!)
Pepper stretches her shoulders, checks her swords in through scabbards, and takes the lead to the stairs and begins descending.
(clarification: the tower with the stairs wrapping around it is full of shops? And the shorter tower to which the stairs lead us the apartments? Or are the apartments in the taller tower?)

Your original statement is correct. The tall tower is full of tourist trap-like shops and restaurants =)
If the steps are wide enough, Pernach will walks abreast with Pepper. Otherwise, they'll follow just behind her keeping an eye out for interesting shops.
The shops consist of what you would expect...candy, cheap souvenirs, gawdy or nice clothing priced two to three times what you would normally see in town...and the restaurants offer crowd favorites like meat on a stick, or fried things covered in various sauces and dipping items. (Like shops in an airport!)
You descend to the tenement building and a wooden door leading in. It is not locked and reveals a 40' long hallway running west to east with Everbright lanterns hanging from the ceilings and walls that illuminate interior areas. Ten feet in on the southern wall is a door to an apartment, and at the end of the hallway the passage turns south. (Map!)
(You know that Garra has an apartment in this tenement building - which is one of hundreds...To Mingo's confusion about the map, on the left side is an illustration of the three connected towers. You started at the top of the tallest tower, then walked down the outside, spiral stairs to the top of the second building, where you are now entering the building. The maps to the right show you and your smiling faces just about to enter the door into the hallway after coming down the steps. I redrew the shapes hiding rooms to expose the exterior walls...does that help? =)
