"Help!" Itzmin calls out to the crowd. "This blue freak is summoning demons!" (Persuasion: 5)
Some in the crowd begin to stare and give you a wide berth as they hurry along.
Walt races forward down the alley. (Presumably, Aranor follows suit, unless he has other business.) Walt sees nothing but stars in the skies above the alley.
A large group of dancers and acrobats pass through the crowd, oblivious to the fight. Horns blare. The crackle of fireworks lights up the air over the street.
Zartan, Pax, Bendrak, and Tuuli may act next. Zartan is 40 feet away from Tuuli, who is grappling Itzmin. (Pax and Bendrak are just around the corner, 60 feet away.)
Tuuli keeps trying to keep Itzmin from moving on, all the while trying to convince him to stop running. "Frizz you! We're just trying to ask some questions about the owl that's been terrorizing your country! You look very guilty for running!"

Pax keeps on running with an easy stride. He sees Tuuli keeping a firm hold on Itzmin, but takes more notice of the attention they are drawing from the crowd. He uses his best 'calming' voice: "This man has attempted to pervert your holy festival. We will take care of it, good folk. Enjoy your night." (Dashing 60ft)
Aranor dashes around the corner and almost runs into Tuuli grappling with Itzmin. He hears people in the crowd mutter something about Astaverde and wonders what they're talking about. Does Itzmin have an alias?
Walt dashes 60 ft and finally catches up with the party. While he catches his breath, he stands back and tries to figure out what’s going on here. He see’s Tuuli and Itzmin wrestling, Bendrak pointing his crossbow at the tiefling and Zartan attempting to make an arrest. He slides over next to Aranor and says “What’s going on? Who’s Astra…Astraverde?”

The party has gathered around Tuuli in the crowded street, who is grappling an angry, shouting Itzmin.
Bendrak has a crossbow trained on him. Zartan has produced some manacles (Contested Dex check to use them on the squirmy noble - also be sure to tell me how you want to use them.)
A crowd of locals has formed a loose circle around the spectacle, even as musicians walk by and through, ignorant of what is going on in the chaos of tonight's celebrations. Fireworks crackle, thin plumes of smoke drift by. "It's Astaverde!" a few whisper in alarm. "What's going on?"
Pax, who was talking to the crowd, continues doing so. "This man has attempted to pervert your holy festival. You know him as Astaverde? What is his position in San Citlan?"

Pax addresses the crowd, and an older woman in a colorful mask replies. "Itzmin del Prado. Astaverde! The ruling council's Councilor of Arms!" she says. "Why are you arresting him? Who are you?"
Itzmin ignores Tuuli and beseeches the circling crowd himself. "Yes! Yes! I am the Councilor of Arms! Call the constables! Immediately! These crazed lunatics are trying to assault a member of the Trecena!"
A young couple bolts away in response, evidently responding to his plea.
Tuuli is a little at a loss for what to do next, but the others seem to be waiting for her. So she jukes left (metaphorically). Still holding on to Itzmin, she declares, loudly for the crowd, “We are from the Citadel, and are investigating the scourge of the owl curse that ravages your people. Itzmin del Prado was attempting to evade questioning, and has given us no choice but to detain him. His actions,” she pauses dramatically, “Have made him a suspect.”
Gonna just roll a d20 for the DM to adjudicate. She is skilled at Performance and Persuasion (+4 for each) but not in Deception, cause she’s not inclined to be a liar (+2 only, and not proficient).

Zartan runs (with dash) up to Tuuli and Itzmin and places himself up against Itzmin to give Tuuli advantage by helping her restrain Itzmin.
