Bran has been paying attention to Nikolai's movements. When he sees him attacking the wolf, the bard waits for the situation to develop and will react if his first attack (most probably, a magic one, since he's never seen the man carrying a weapon before and as such he believes him to be a full magic user) fails on the wolf in any way.
To do so, Bran will separate himself a few steps away from the group and yell:
- Kill the beast!!- and in his mind he adds "...For pity's sake". It's not that he hasn't Nikolai's intentions crystal clear. But Bran needs his own self encouragement to try to not feel as miserable after this.
So, if the wolf passes the ST, Silvery Barbs on him to -hopefully- force him to fail. The positive side of the spell will go to Nikolai so he can use it as he sees fit. I will not mark the slot as used for the moment.
After yelling, he'll try to mingle with the crowd so as not to attract undesired attentions.
It doesn't occur to Eithne, quite accustomed to the use of weapons (and to killing, when necessary), that Nikolai would have difficulty... What could it take, to pierce through the bars of the cage an animal that has no way to dodge? Even she doesn't get the idea that the half-elf wants to try a different move... so she follows Bran's movements without fully understanding them.
'What is he trying to do? Does he think Nikolai needs help killing a caged animal that may already be dying? What am I not understanding?' the savage stranger tries to pay more attention to the scene, ready to intervene if... if... 'If what? He just has to drive the cursed spike in… Damn, should I have volunteered to get this over with sooner?'
'No Eithne!' the voices in her head begin to protest 'You must not expose yourself!' 'You don't have to attract attention! Leave it to the Vistani...' 'The Devil Stradh can have eyes and ears everywhere! Keep a low profile…'
'What are you all making a fuss about? I am confused here among the people of the middle ranks, aren't I!?' the last of the dusk elf maidens tries to bring back silence within herself.
Lenn tries to control his anger for all of this but seeing Nikolai's having problems he takes just one step forwards. If he cannot end the wolf in his next attempt, he will go and help him. Part of him tries to decide if he would help Nikolai or the wolf.
Lucian shoots each of his companions a concerned look...mostly Eithne and Lenn. If they tried to help with this they would most certainly draw attention to themselves. Noticing Lenn's movement, Lucian says quietly, "I...if someone is going help them, then it needs to be someone who can make it look like the wolves died by the spears. But...I'm sure Nikolai will be fine. There isn't anything to worry about so long as the wolves are in the cages." He wasn't to worried about Nikolai, and he had a feeling his friends weren't really worried either. More, they all just wanted this festival over with. He understands that, and he agrees, but he also knows that sometimes suffering through something is the safest option. He'd learned that much while living on the streets. Right now, his main worry was for the two children.
"You speak truth my friend"he says clutching his teeth. He just want this finished as soon as possible. He refrains to step in and help Nikolai finish he poor beast.
"If... we need someone to help him, I guess I would be the best choice," Chara whispers to Lucian and Lenn. "If it looks like he's having a hard time... I could use a psychic bolt to try to put that poor creature out of its misery without causing a physical disturbance..."
Chara does not look or sound at all enthusiastic, but she's pretty sure that everyone in the party feels the same way about the 'festivities.'

Unhappy that the market got rid of individual purchases for one-off subclasses, magic items, and monsters?
The wolf winces in pain as Nikolaijabs at it, but it doesn't appear to be harmed very much by the attempt and growls and jumps at Nikolai through the bars. "Ha, ha, ha!" says the Burgomeister, "It looks quite fierce! Here, let's have someone else have a turn." He motions to the guards and they grab Gunnar and bring him to the front of the cage. He half-heartedly attempts to stab a wolf through the cage's gate, but he inadvertantly unlatches the gate instead. The door swings open; nothing separates the young boy from the angry, starved, and somewhat crazed canines.
"That's a good idea," Lucian whispers back to Chara. "Anything to speed this up without drawing attention..." His eyes widen as the Burgomeister has Gunner try to stab the wolf...and he gapes as the door swings open.
- No way! No ******* way...! - the bard mutters to himself as this new complication happens.
He still stands a few steps away from the group, thinking that having a little separation among them could turn out better for them to act without being considered as a group to prying eyes.
Out of initiative, Bran will use his Silvery Barbs reaction spell if any of the wolves land a successful attack on any of the two kids, Golda or Nikolai. That's his priority order: the more defenseless fist.
As Gunnar inadvertantly unlatches the gate of the cage, Eithne instantly runs, raging, her hands reaching already for her greataxe, while her thoughts mingle and superimpose those of the voices in her head.
'I knew it, that this idiocy had to be stopped sooner! Now I'll do it, my way!' 'No, Eithne, don't expose yourself...' 'Yes, Eithne, save the baby! Not another dead baby! Not yet another, like my Ivan..." 'That idiotic burgermeister... How can security be organized so loosely!' 'It was nonsense before, now it's becoming madness' 'Stop it, Eithne!' 'Let's stop it, girls!' 'Let's stop it together, Eithne!'

Lenn's initiative: 4
Seeing the door unlatched and the wolves being dangerously freed Lenn's voice looms over the scene, much more intense that it should be and certainly much more loud that any of the group has ever heard.
"You come here and face ME!!"
He draws his greatsword and runs towards the cage.
I will put my first round here.
BA: Cast compelled duel to the first wolf leaving the cage. WIS ST dc 13 or it has disadvantage in attacking anyone save me.
Movement: Get as close as possible
Attack: If movement of both me and the wolves allows it.
Attack: 18 Damage: 15
on a hit he will burn his other spell slot as a smite for an extra 13

(Just realized that Ichabod should have his own Initiative, so here it is: 12 )
Chara gasps as she sees the cage door spring open... that child could be killed! She isn't thinking anymore, she needs to act.
Chara casts Hex with her bonus action on the wolf that is closest to the child, using her spell to hamper the creature's Dexterity. With her action, she is going to cast Eldritch Blast in the hopes of putting the creature out of its misery as quickly as possible. Due to the cage and the people in the way, I guess she'll be rolling the attack with disadvantage.
Attack: 11 Damage: 7
Hex damage: 5
