While waiting fro Prim to get up the stairs, Orion casts Hail of Thorns, 2nd level, in preparation for an attack. [How many hobgoblins and hobgoblin captains are in the room? How many are within 5 feet of each other?]
Eight hobgoblins and two captains. The two captains are huddled around a small table with some maps or paperwork on it in the far northwest corner of the room. The hobgoblins are lounging around in groups of four. One group is playing a dice game in the southwest corner near where you are, and the others are sitting along the eastern wall.
Taxidea taps Orion to get his attention. He points to himself, then holds up 2 fingers, then holds out his hands as if casting a spell, rolls his eyes back and shakes as if he's being electrocuted. Then he smiles and gives Orion a thumbs up.

Orion, seeing that Prim is nearing, fires his first shot at the two captains: 10 to hit, Damage from arrow: 10, Hail of Thorns: 19. (for the Hail of Thorns, they make a dex check of 14 - failure = full damage, success = half damage).
Second shot at the standing captain: 14 to hit, 5 damage.
Surprise round: Hobgoblin Captain A takes 29 hp damage, getting an arrow just below the back ribs. Hobgoblin Captain B takes 12 hp damage as an arrow and hail of thorns strikes him. The hobgoblins playing dice stop their gaming and pull out their weapons. The ones along the wall also become alerted by the attack. Assuming Orion is already in the chamber, there is only room for one person at a time to move in and attack.
This post has potentially manipulated dice roll results.
Taxidea - preferring to attack from a distance - will let Prim and Oskar enter before him and come into the room last (Unless he can see into the room well enough to cast a ranged spell). Initiative: 10

Prim moves whichever direction puts her closer to the exit she wants to block, or has more room to move if it's equidistant. Or just left if all else is the same.
Taxidea will try to stay as far away from any foes as possible so can cast from a distance.
