She collects 5gp as an entry fee and lines the contestants up. Besides Ayo, there is a lanky make orc, a broad shouldered female human, and a surly male goblin. Ayo stretches confidently. Yabo are you the one lining up with them?
Yabo shrugs and ambles forward. If Ayo's a water genasi, the field is heavily stacked in her favor, but turtles have some tricks up their sleeves too...

Omo the goblin stands at the end of the line of contestants "Ready!" She raises a flag above her head. "Go!" and she drops the flag.
Yabo (and anyone who might commit shenanigans) please roll initiative. You'll be swimming against the current so each turn that you move more than 30ft you'll have to make an Athletics check to avoid being overcome by the current.
The others anticipate the start perfectly and get the jump on you, even the sluggish human. They all charge towards the stump, taking a dash action to get as far as possible.
((I forgot that speed is halved without a swim speed. So some of those folks moved faster than they should have. In the book it's written in a way that doesn't seem to take that in to account. Give me a minute to double check and possibly retcon some))
Ok, updated map with correct speeds. And we'll say if contestants use their dash action, they need to make the Athletics check to avoid being exhausted by the current (As opposed to "more than 30ft" I said earlier).
Main difference is Ayo was able to significantly outpace the others due to her affinity to the water. But in her haste she still got taken by the current and looks exhausted. The orc and human are making decent pace. And the goblin is struggling.
Yabo leaps up and splashes down into the water, and doesn't come back up...
The big swamp snappers that Yabo shares distant kinship with aren't the swiftest swimmers, and would go hungry trying to chase down fish. Better to wait for prey... or spears to come to you.
He'll swim or let himself be carried underwater closer to the finish line where Omo waits. If there's a space he can surface under the dock, he'll move there and stick just his eyes and nostrils above water so he can monitor the other's progress.

Onizos becomes somewhat alarmed at first when the tortle does not appear to surface and race after the other contestants. Whoever hears of a drowned tortle?? But remembering Yabo’s earlier comment, he realizes the plan and sees how he can help.
Onizos creates an illusion with silent image to make it appear as if Omo and the dock are a few feet forward to the north compared to where they actually are. Hopefully this will slow the contestants slightly on their approach and give Yabo more time to make his move. Hopefully in the confusion of the race and their odd perspective in the water they won’t notice the discrepancy of depth. Additionally the image will help to further hide Yabo from view.

The orc's positioning actually puts him between Ayo and the spear, forcing her to go around him and just barely not be able to reach the spear without dashing. She elects to stay under control and not push herself to try to grab it.
