"It's alright," Casrian says to Norr. "These guardsmen have a duty to perform. I'm sure they meant no disrespect."
"Please forgive my butler," he says to John with a smile. "He is quite protective, but the very best at his duties, I assure you."
He pulls out his patents of nobility and shows them to the (Captain? Sergeant?).
"Good sir, I am Lord Casrian of Glenbairn. We are on urgent business to New Basin. Your men inform me that papers are required where once my oath was merit enough. So be it. We do not wish to bring trouble upon your head."
He points to the cart.
"My good friend, the Stonelord Silverstone, and I must reach New Basin with all haste. Of course, you cannot simply allow us to pass, and I would not ask it of you. However, our business cannot tolerate delay. Will you escort us to New Basin? You or some other guards? You may escort us to the very steps of the government office yourself, where we may attain our papers. Leave us in the keeping of the city guard, and thus fulfill your duty while also being of great personal service to two lords of the Empire."
"What say you, Captain John? Help us and I will personally see to it you are commended for your actions."
Persuasion: 24
He sighs. "I cannot legally allow anyone to pass without the papers. Otherwise I'd lose job."
"Alright, I've had e-bloody-nough of this! What has happened that made is so necessary for the 'papers' to be required?" You can see that Leo is losing patience. (He isn't trying to threaten any of them, he's just irritated.)
“Is it connected to the attack on the Scribe in Slileigh Le Ulta. Masked attackers?”
Scribe? Some kind of title? Never heard of him. We're not actually sure, but we've found some suspicious activity. Maybe some kind of organization. Still, it could just be coincidences. Either way, the Kejsare wants tighter security. So no papers, no passage.

"WHY the bloody 'tighter security' though!?!?"
(I want to roll for this, but Idk what skill to roll for, what should it be DM?)
Brix answers Dolmeks call. When he arrives at the mans side he leans in and interjects, "Sir I'll fetch the papers but first might I see one? I was only told to pack items so I'll need to see one so I can remember where it's at. " He leans in, hand aside his mouth and whispers in a faux condescending tone, " You know how these nobles are. Can't wash their own arse with out assistance. Here, while I search through our baggage try some of my families brand of distilled spirits." Brix hands over the remains of the his last bottle which is the one the group has been sharing.
**edit: changed Casrian to Dolmek**
With no indication of an answer and the guards attention focused on his larger companions Brix allows/moves himself to to a position closer to the cart. He starts looking through his gear hoping to find a scrap of paper he can use to create the required papers. However, As the conversation heats up he begins to fear where this could be heading so he climbs to the drivers seat and readies a fast exit if need be.
Norr scrambles up into the cart, but before he does, he asks,
”Pray tell, Capteen. When I have obtained ze documentation zat is required, what other gates are there? We would ‘ate to deal with your un’elpful squad again.”
The captain glares at Norr. "This is the only entrance and exit out of New Basin, you ungrateful butler. That is, unless you count the Labyrinth. You know, 'the secret entrance into New Basin' which comes from a children's song and doesn't actually exist?" *snorts* "Please shut up. Me and your master have important things to discuss.
So papers what is the fastest way to acquire these special papers I’ve had my retainers ahead of us by at least 12 hours or more.
"Well, it would normally take several months to gain these papers. If you really need to get in then I could get your requirements on high priority and get it done in 3 weeks give or take a week."

"This is a troubling situation, Captain John, but it is not of your making. I understand."
He thinks awhile longer.
"Captain, you say these things take considerable time. I appreciate you offering to place us on your high priority list, truly, but I'm afraid that will not be expedient enough."
"You must have a courier system here at this gate. Could you spare me a sheet of paper and a means to write? I will send a letter with my seal and the seal of Stonelord Silverstone to the appropriate office and see if we cannot resolve this to the satisfaction of all. He may also wish to write to his retainers in the city, if that is possible."
Casrian turns and points towards the cart.
"Do you mind if we camp nearby for the night? We won't be any trouble, but we have already come all this way. I would feel much safer near the gate then in the unguarded lands of bandits and beasts."
