"Well, normally the Decisionist declares what the missing member would vote for, but we don't have one of those. So, there are six shareholders of the franchise. If four of you vote for the same thing, the vote will be resolved, with or without a missing member. If the vote is three against two, or if there are multiple options and none have four votes, the vote should be adjourned for a length of time until the missing shareholder returns, unless there is no chance of them returning, such as if they are dead and you are voting who to give the share to."

Tully will continue to go to Gill, which means here is not aware of this vote. But Tully has a walking speed of 35ft and he will start to walk as quick as he can without running.
"Gill, hey we wanted to know where we should take prisoners. We still have a dwarf who is uninterested in changing his ways and has no remorse for killing a fellow so we wanted to follow the rules of the land. Also, do you know where these Dran folks like to hang out in the town?"
He looks at you strangely. "We don't have many troublemakers around here, but the ones we do have we usually exile. If you want to kill him, you could probably do that, but putting him on some sort of public tribunal in the town square first would be better, if you expect folks to trust you."
"So best of both worlds is a public execution on the authority of the Acquistions Incorporated for the murder of the tavern owner and being found guilty by numerous first hand witnesses accounts. No trial which takes time and effort and we would need to house/protect him until then. But as witnesses to the murder we all saw the dwarf do it in plain sight as well as half the bar. So no need of "wrong guy." We start being seen as authoritative in town."
"I agree it's an open and shut case, but that's no reason to ignore the formalities. You want to execute him on the authority of Acquisitions, then you need to establish that authority with the locals. Are we the representatives of law and order or might makes right? And if it's the latter, then how are we any better than Dran? Unless you're willing to go around killing any locals who oppose us, we need to get them on our side."
I feel that killing a murder is slightly above killing the innocent. Anywho I agree we need their trust, but with no open authority, what option is there that doesn't make us look like we are the law above the town? A trial, who will run it? Us? Who delivers the sentence? Us as well? We may as well be the executioner as well. The town needs a local government and authority, we can help earn thier trust by helping them set it up and keeping it going. All that will take alot time.
Can I recon and leave after Gill tells me about the public execution idea. Tully will not ask that last question and he will relinquish back into the tavern with an idea.

You inform the townspeople, grab the dwarf, and head to the town square in late afternoon. Gill is present, acting as the "judge", with several townspeople as a jury and more as spectators. You un-gag the dwarf so he can speak for himself, but he is still tied up.
Gill yells at the spectators until they are quiet, then turns to you. "First witness?"

Put him on trial. If he didn't kill the tavern owner, at the very least he was an accessory and attempted to kill several of us.
