Elsara, I don't know what the RAW says but here, you can use an action to take a potion or any item on the person of an unconscious or incapacitated target. If you use the obtained item immediately after taking it from the body, you will not need another action to do so.
So if you take Val's potion, it takes an action. If you take the potion and move or do anything else, you will need another action to use the potion, but if you take the potion and use it immediately, you will not need another action to use it. Normally, it would take Investigation or Perception to find the item you're looking for but you don't need to roll if the item you are taking belongs to a PC and if it is not something said PC wants to keep hidden from others and/or if you know he has it.
tl;dr You can go to Val, take his potion and use it on him all on this turn.
(Would Gendan be able to move through the squares containing the lectern, over/under/around the object? For example, going L6-M5-N4? Or is it untraversable?)
Based on the homebrew rule I just stated, it is very easy to just take Val's potion and use it on him. Doing that now.
Elsara rushes over to 15J to help his fellow elf. She take Val's potion from his person and immediately uses it on the fallen druid. Heal: 6 Val opens his eyes.
It is now Val's turn. Val is prone. Costs 15ft movement to get up.

Are you sure? You can just jump straight to using the potion this turn. You don't need the search action here.
If the potion is easily available, then Elsara will go for it. If it wasn't out in the open, staunching the wound would've been her priority.
