Elsara's main focus is making sure that the others don't die, if the orc provokes from Elsara, she won't attack if he has called a retreat, but she won't lower her weapon until she is satisfied that they have gone.

The magic dart hits the rogue and puts a hole in his chest. He falls. Orc2 also takes quite a beating.
Seeing the commander chopped in half and the rogue fall, the bandits begin to panic and flee.
Bandits 3 and 4 dash into the forest. Orc1 also dashes to escape.

The orcs didn't call it quits they just started panic-ing and running.
If it looks like they are fleeing, rather than repositioning, Elsara won't attack, letting them flee.
(Do you require me to rush over to people and Medicine check to stabilise them?)
