Nephira - I will say tossing a rope to your allies would negate the need for any check on their part to move through the rushing water, but it will still be difficult terrain.
Nephira looks for a good stalagmite or heavy rock she can use to secure the rope and calls out, "Grab the rope!". If that counts as an "object interaction" she'll ready her remaining action to prepare a longbow attack on the first goblin she sees. If not, then, well... she wont.
