Fiend’s Talismans are built and inscribed with the true name of the specific fiend to which it is attuned. Using a talisman during the summoning of this fiend improves the chances of control to almost assured.
Starker:”I will need time to study the arcane history of attempts, successful and unsuccessful, to use these talismans. Kragen, Trokarl, and I all will have knowledge of value we could pool in our planning. If (and note, please, that even I say ‘if’) we decide to use this tool it will be when we are preparing for a known terrible challenge and have time to do the summoning and consequent negotiating wisely. We needn’t decide anything now other than that we will take it away with us. Are we agreed?”
You know my brother once tried to train a hound on his own- refused the kennel master's help. I'm sure after knowing him as a man, his youthful arrogance is probably no surprise. He thought he could do it with scraps and stern words alone- as was his way. Within a week, his quarters smelled like waste, and he had a bite on his arm that sent him back to the kennels red-faced. That poor animal wasn't wicked- it just needed the right approach. I fear the creature that this talisman beckons will do more than shit on the floors, the right approach is likely to not bargain or attempt control it at all.

I believe I’ve learned as much about this ring as possible without attempting to wear it myself. My thoughts are that something that protects against the powers of radiance seems like the kind of thing a malevolent being would seek. But, I do not know that it is dangerous to bear. I pray that Darkbane protects me if there’s any danger. I mention this caution, especially since Starker sensed a sort of presence from it. Of course, if your council is to refrain from attempting to wear it, we can research it later.
If the others have no concerns about attempting to attune to the ring, Trolkarl will try to wear it.

The device can be used to dominate an evil creature and prevent it from committing acts of evil. Destroying it would allow the creature to act unchecked. Don’t project the evil a person could do onto the device.”

Should the artifact proven could be used with genuine good intent, and we decide those capabilities can assist us in protecting the innocent, removing evil and delivering justice. I am not sure how to use the talisman to do anything other than summon and attempt to control the kyton. If we do manage to follow him to hell I’ll be interested to see what happens when we bring it to him. “

It is a tool of controlling the fiend. Destroying it removes the advantages to control the fiend.

’Use the talisman to track the fiend to its home, and destroy it there. Permanently’
It is settled. We end the thing- all of our concerns about risks of commerce with the fiend and the talisman are sorted
