I'm not an expert on Tamphalic's subclass. I'll let it slide since we're not in combat.
You find out that the Radiant Citadel is a sort of hub between dimensions, where numerous beings from everywhere in the multiverse meet, trade goods, etc. It is one of the few actual civilizations on the Etherial Plane, a great city wrapped around an enormous gemstone. If Lord Akkron is sending you there, it's certainly a nice place to sell off any extra magic items you have (or possibly buy some, if you have enough gold). And, if you're lucky, it's one of the few places where Firion and his cultists might be concerned about the fallout of making a scene.

Casting wish is just as dangerous as Lord Akkron told you... if you don't word it precisely, it can and likely WILL backfire spectacularly. It can also temporarily weaken the caster (per the spell description), and in this case likely will, as you would not be replicating a lower-level spell. Though given the circumstances, I may allow a Con save to avoid that.

Yikes! Hewelathan knows something about magic (+6 in Arcana from his primal order), but he hasn't really studied this type of arcane magic. When Tamphalic shares this information, he says, "I guess each of the three of us with a soul shard will need to swap off attuning to the Luck Blade, but we may have to wait a few days in between so that Jodie, Korba, and I aren't all weakened at the same time. That would leave us very vulnerable to an attack from Firion's cult!" Hewelathan's Belt of Storm Giant Strength might help him with the weakness, but even just being unable to cast spells would be very limiting. He discusses with the others the possibility of staying at the Radiant Citadel for several days while they take one trip every few days into the Deep Ethereal to make another wish.
Nickeline wonders something about the soul shards. "Do you think Firion will somehow know when we're making these wishes? He's got another little bit of Sserah's soul, right? Do the slivers talk to each other? I guess we could know as soon as we make the first wish, if there's some reaction in the other cursed items. We might want to get things done more quickly if that's the case. I hope we'd be okay in the Radiant Citadel for a few days at least. It sounds very safe and far away from what you say, Tamphalic."

You could probably get your dragonnels to take riders at this point. Probably.
(OOC: When Hewelathan is training the dragonnels, is he actually up flying on one? Or is that just on-the-ground training to gain their trust and get them used to whichever party members are willing to be involved? If it's all ground training, then he'd want to test flying on the dragonnels himself. If he's actually flying on the dragonnels himself while training them, then he'd want to have someone else take a test flight before they depart again.
Hewelathan will also refresh his equipment and rations. The group now has a Bag of Holding and the treasure (at least 800 gp worth) that we took from Talice's tomb. Hewelathan votes for spending it all to restock our supplies: anything we think we might need in case of emergencies. "The Ethereal Plane. Who knows what we'll encounter there?! We should be prepared for anything."
The only other thing Hewelathan would like to do before they leave is to find a deserted place where he can discharge the Horn of Beckoning Death so that the cult cannot use for a year it if they manage to take it from him.

Day 1 - Talking to Captain Blythe. Training dragonnels. Weather: Cloud cover all day. It starts raining by nightfall.
Day 2 - Training dragonnels. "Test flights" for Hewelathan. Weather: The rain becomes a steady drizzle. Overnight, the drizzle turns into a constant rain shower.
Day 3 - Training dragonnels. "Test flights" for one of the other party members. Discharge the Horn of Beckoning Death. Weather: It's just raining all day, heavier by nightfall.
Day 4 - Go to the Radiant Citadel. Weather: The rain has become a thunderstorm, but the storm begins to break as soon as Hewelathan leaves for the Radiant Citadel.
Dragonnel Test Flights
Hewelathan would ask for Jodie's and Hildegard's help when they're doing the dranonnel test flights to ensure the safety of the rider and mount. For example, Jodie could cast Fly on the rider before they take off. If the dragonnel bucks off the rider in the air, they won't plummet to their death. Hewelathan also has earthbind prepared on the days when they try test flights on the dragonnels so that he can force them back to the ground if they try to fly off or escape.
Horn of Beckoning Death
For the Horn of Beckoning Death, Hewelathan would have Bridgette send a message to Lord Akkron on day 2, asking for an isolated location (at least a 30-ft sphere) with no living creatures for him to use the horn. Perhaps a spot in the ruins during the day? Or a room high up in his wizard tower? Hewelathan finds it unpleasant even to touch the horn, but he's willing to do invoke the Beckonking Death to prevent the cult from trying to use it. Once they find an appropriate spot, Hewelathan will invoke the Beckoning Death, but then he would end his concentration on the effect immediately after the crimson cloud forms (i.e., the first round after invoking the effect). That way, the crimson cloud will hopefully immediately dissipate, and the horn could only affect creatures within 30-ft of him. They just need to ensure that there's nothing within that distance that could be effected (living creature with 9 or fewer HP).
Hewelathan wakes on the 4th day back on the Shaded Isle, ready to leave behind the rain and journey to the Radiant Citadel.

The test flight with another party member should probably be Jodie or Korba. Other than Hewelathan, those are the two who would be best at Animal Handling if the dragonnel gives them any trouble. Hewelathan could also use Enhance Ability to boost their skill for the test ride. (I guess Jodie could also do that if she's not using Fly to prevent a fall.)
If Nickeline can use some of the party's treasure, she would use 70 Gp to purchase smith's tools and 50 Gp of powdered silver, with which she would make two vials of holy water.
She would also offer to cast Enhance Ability on one of the dragonnel test riders (and provide medical attention in case things go wrong).

Tamphalic will use 2 cards of the deck of wonders each day after his studies before going in for the night, so 2 more rolls:
