Boomi can feel the cart start to rip as he rides it over. Landing in his feet he grabs the axe let's out a primal roar as he dives out the cage and attacks the nearest guard

If the cage is not open Boomi will take the keys to open the cage then charge into melee with the guards letting out his rage roar as he goes
The way you're tied would prevent your hands from reaching the guards keys, so roll a dexterity check in addition to the slight of hand...to try freeing yourself and being able to reach the guard's keys.
(This would take both your action and bonus action, so turn, basically.)

For his action this turn, he would like to grab any visible weapon that the guards we just squished have, assuming they are visible through the bars. Preferably anything bladed. Whatever he grabs he gives to someone else as they need weapons more than him.

I was under the impression he was next to the cart before it topple over based on the perception check Boomi did in the beginning.

Boomi opens the cart after recieving the keys from Senni, and rages upon bursting forth from it!
You grab a mace off one of the crushed guards.
He leaves the mace on the floor for anyone to grab if they want.
