The cable has been secured to the largest of boulders in the rubble pile. The manticores say they were hunting in the area and were pulled from the air and imprisoned in this room. There are a number of skeletons amid the pile of rocks.
Most of the items are rotten or rusted but there is a suit of chainmail that looks in perfect condition, an ivory scroll case, two vials in a pouch, and a short metal rod with a circle on one end - identical to the piece you found earlier.

Unless someone disagrees, Grey will use his magic warhammer, smith's tools, and lots of Guidance to try and remove the cable from either the rock, or the manticores. Preferably the latter if possible.
Ember will stand next to Grey as they are sizing up the restraining cable. "Think your tools can make a dent in that metal? I was thinking about adding heat to it but, I am not certain just how hot it would have to get to make a difference. (Ember really does not know that much about metals and smithing.) Plus, I don't want to cook a manticore leg. "
Bending so close their nose almost touches the cable, Ember will blink and stand suddenly. "Grey.. hear me out. Does it look like the stuff around their leg is static or expanding and contracting as they move? I have a spell but, it might be a botch if the cable auto adjusts."
Ember brings up a hand and strokes his chin. "What do you think might happen if I castEnlarge/Reduce ? Say we get them down to half their size... could they just walk right out of the leg binding?"

"That chain mail looks nice, if anyone needs it," said Nico as he walked around, peeking at whatever turned up. "Ay, Grey, mind if I look at that scroll case and those vials while you check for magic?"
(( Presuming Grey doesn't protest, Nico will open the case and examine whatever's inside, and will then examine the vials as well. Arcana Roll, if needed: 5 ))
Ember smiles. "I never considered enlarging the restraints themselves. I like the idea though. Then again, the idea of half sized manticores seemed like fun."
Ember will continue to examine the leg restraints; head tilting from side to side as he also has a running converstation with the manticores. "How long have you been trapped in here? Did you ever discover WHO trapped you here? Once we get you unchained... uncabled? Can you find your way out? After some food, would you consider teaming up or do you have family waiting 'back home'?

I think Enlarge on the cuff around the leg may work, unless these cables are magic and shrink.
We seem to be taking our time, so Grey will cast Detect Magic as a ritual for 10 minutes.
The cable is not magical, and each is about 25 feet long. The chainmail, scroll case, and vials are magical. Of course the short metal piece with the circle on one end is also magical.
"Rope Trick? Awww...." Nico sighed. "I won't be able to use it. In fact, I'm not sure any of us can. Still worth keeping, though."
He will then dip a finger into each vial and, presuming it doesn't stick (or dissolve his skin) when he rubs it between finger and thumb, he'll taste each.
(( I believe that's a kosher way of determining what a magic potion does, but let me know if that's not the case here. ))

Anton pops the goodberry in his mouth with a nod of thanks to Ember and chews thoughtfully as the others free the manticores and examine the loot. Seeing what looks like another piece of the missing door, he points it out. “Looks like you were right, Nico. That looks like another piece of the door. Should we go back to another tower, or keep searching through this one?” He steps up toward the other passage outside of the room and looks around the corner to see what lies beyond. Perception: 9.

Red says, "Fruit..pah!" and pushes the berry around.
"Is food, you eat!" Orange eats the berry and nods, "Thank no kill us."
Grumbling and glad to not be dying, Red eats the berry and soon a satisfied look appears on its face "Still taste like rubbish."
You then notice that there is a steel cable secured around their back legs making it impossible for them to leave.

The scroll case has a scroll in it with Rope Trick.
One potion is cloudy green and smells of the ocean.
The other is clear with cloudy white impurities in it.
