Unfortunatly (for me) no. When a creature you can see succeeds on an attack roll… you can use your reaction to force it to reroll the d20 and use the lower result.
That's important: Silvery Barbs doesn't say "reroll with disadvantage." It says you reroll the d20. And that means the original attack conditions still apply: If the Devil has disadvantage, they must still have disadvantage on the reroll.
So: I'll roll two d20s again and choose the lowest one. *sad DM noises*

Khessa takes advantage of the devils' feywild-induced distraction to swing Hazirawn's magical blade at the most wounded: a diagonal descending slash to the chest is immediately matched by another ascending slash to the thigh, bringing the imposing Greatsword back to guard.
[[ OOC: Multiattacking with Hazirawn, using Silvery Barbs' just gained Advantage in the first of two attacks. If possible, targeting the most wounded opponent (probably Devil B or Devil E). If they are too far away and Khessa must choose between the two who attacked her, she then targets Devil D. ]]
