The half-elf seems very set putting the killer to the sword, almost impatient. However, he seems to calm down slightly as years of military training manage to rein in raw, unfiltered hate for whatever monster would do this.

Monsters created through magic are typically sterile, particularly if the monster is chimerical. Nature always finds a way though, these strange monsters must reproduce by killing a humanoid and eating a particular part of it like the, heart, brain, blood, spinal fluid, etc.

Two monsters that reproduce by eating the heart of a woman with child are the Peryton and the Harpy.
Perytons are depraved magical creatures that are a cross between a giant eagle and a demonic-looking, fang-toothed stag. A perytons gestation period is one week. Due to the violent nature of a peryton fawn, the parents will only raise one at a time.
Harpies have the upper body of a humanoid and an avian lower body. Harpies steal the hatchlings from giant eagle nests and feed them the ripped out heart to transform the hatchling into a harpy. The hatchling is capable of flight after a few days and can speak and sing within a month.
After leaving the morgue you see a group of 5 drunk townspeople milling around in front of the prison, one of them flings a flaming bottle at the wall, screaming "THAT FILITHY, MURDERING TIELFING IS A SERVANT OF EVIL, AND IF THE ALDERMAN WON'T DO SOMTHING WE WILL!" the other drunks yell agreement and shout "HE'S PUT THE ALDERMAN UNDER HIS SPELL!" "BURN THE TIELFING OUT!"

"This was not the work of a Humanoid. If anything, a fey or a Monstrosity might have been responsible... Oy vey." Dredmor tells his companions. He then inhales deeply and turns to the crowd. "RIGHT THEN YOU LOT! WHICH ONE OF YOU BOOZED-UP NO-GOOD MOBLINGS THREW THAT!?"Dredmor bellows. "UNLESS THIS TIEFLING IS TEN FEET TALL, HAS WINGS, CLAWS SHARP AS RAZORBLADES, AND CAN BE IN TWO BLOODY PLACES AT ONCE, HE'S INNOCENT! AS FOR YOU, YOU JUST COMMITTED ARSON IN FRONT OF FOUR CONSTABLES! PUT OUT THE FIRE RIGHT NOW, AND MAYBE I'LL OVERLOOK THIS. RESIST AND WE'LL USE FORCE!"

Gimdir watches the others barring their teeth and puffing their chests trying to look menacing. Gimdir walks up to the nearest drunk and throws a punch (non-lethal).
Dredmor, Zusag, and Kreeng bellow out warnings ineffectually. As the mob points and laughs, Gimdir walks up and puts down a haymaker on a drunk, he immediately collapses like a sack of potatoes. The other mob members look to one another and then drunk-stumble away as fast as they can.
The small building, containing Rurik's office and the prison, is billowing out clouds of smoke, red flames leap from the roof. A bell begins tolling loudly and a guard on the wall yells "FIRE!"
Dredmor bolts into the prison, Paying no mind to the heat. (If he takes damage, he will cast absorb elements on himself) He frantically looks around, looking for Rurik or the prisoner. A jail can be rebuilt, but a life is irreplaceable.
