Based on those assumptions, the organizing group would be a Government entity/group and Government entities name groups "Task Force(s)"
Right now, you are a bunch of people that almost died in a storm. Where and What have been established, but the who's, how's, why's, and what-happens-next's haven't been explored yet.
I'm not a big fan of telling folks how to enjoy the game, but it seems to me that you are overthinking things. This game is a conversation. Not unlike a dance. I step, you step, I step, you step. You are planning step 6 when we are doing step 1. My suggestion ... take it easy, let the story unfold.
If I'm doing my job correctly, this one-shot will emerge bit by bit (and hopefully feel organic, without seeming like a railroad).

You give me too much credit, I am planning multiple step 18s based on the 15 different possibilities from what step 2 could be, and have carried it out based on the multiple possibilities from all of those steps based on the previous steps.
I have thought about marching order entering the lighthouse, not entering the lighthouse, how to unlock doors to the lighthouse, how to deal with stairs up, with stairs up and down, etc.
Yes I overthink anything and everything. Then scratch one outcome and plan 3 more.
I will see if I can slow it down to a single step.
For now, Harknail is quite happy to be talking to the kid :-) He is quite fond of people, even after being alone for perhaps thousands of years.... So he is very happy with any interaction!
@All, In the IC thread, Yuki spent 1gp as part of a recent post ... it's a good time to point out there will be no need in this tale to adjust your sheets when little stuff like that comes up.
If you are buying an item that you will place on your sheet, or supplying enough coin to sway a social dice roll (like a bribe or something to gain advantage, etc), then the coin will need to be deducted.
Basically though, if the coin spent will have no mechanical effect on the game, feel free to 'spend' it in the IC without bothering to track it anywhere.
In order to account for this, I'll periodically deduct a lifestyle expense from your character sheets so there won't be any need to track inconsequential purchases.
