Habel takes a look but unless it's in Dwarvish, Giant, or Common Habel has no idea what language is used on the scroll.

 Bits feels that the man has a sort of scaly hide, like a Dragonborn's. He appears slightly calmer -- instead of shouting, he feels to be in the fetal position, curled up in front of the cart, whimpering. "It's the wind... oh gods... please... I need this howling to stop..."

"Hold on man, Let me get something to plug your ears.  Can you make a light?  Do you have any idea how to get out of here?"

Bits wear tear off some cloth form his clothes and try to make ear plugs for the creature.

(ooc:  Note bits doesn't have normal traveling gear on him, as I started with cash and just purchased some items.  I don't believe he would have carried a torch regardless while traveling through the city...)
