I think the magic items were whatever official items we want. Though I would probably limit it to one Legendary.

Seeing how the Doom of athieriea campaign seemed to have fizzled out, can I use my Thief (Caine) from there as a potential character submission? As you recall, we were orginally 20th in that campaign.
It seems as if a Master thief can go good in a campaign like this.
Never trust a creature that would rather eat your brain than talk to it. the Underdark saying goes. Xexos had clear instructions from the red dragon Immolate- Learn the location of the Elder Brain. Dispose of the mind flayers when no longer needed.
It was rather ingenious to tap into the hive mind to 'scan' the memories and locate the items in the Infernal List of Treasure scribed in the demonic grimoire. Yet my prize was also learning the demonic True Names of demons dominated by the hive. Immolate is anxious to find more items on the list now that some locations are known. Dragons are never patient when it comes to treasure.
Xexos, Githyanki Fighter/Wizard
Obviously I'm flexible on the magic items and having a young red dragon mount. But I always liked the githyanki - red dragon connection and it's rare chance to play an evil campaign.
I am also open to playing a mind flayer on the other side of the backstory 🦑

Can everyone take the same high-powered array or point buy?

I think it's roll stats (rerolled ones), if you don't like the result then you can use point buy/standard array
