For simplicity sake we'll say you arrive behind him as the halfling is finishing his last statement. As you all come up behind him, seemingly from out of nowhere, the halfling looks slightly more concerned. Then he sees Dori being ushered along with a dwarf tied up under one arm, a goblin tied up under another, (both dripping blood all over his floor) and still holding his weapons. The wife faints, and the child runs screaming from the table and hides in the kitchen.
"I ..uh .. what. is. THAT?! Good gods .. did you all come from my basement?! Why is he carrying two people?! Someone better start talking fast!!" He jumps down to help his wife back up into her chair.

Upon hearing the commotion ahead, in particular the halfling reaction to Dori, Gargan decided to pause a moment to prepare a ruse before emerging from the tunnel at the back of the group. Casting Disguise Self he creates an illusion around himself that gives the appearance of the city watch guard they met earlier that day. Emerging out once the disguise was ready he moves into view and speaks.
“Sir, these here adventurers have been assisting me in resolving a kidnapping case which involved the sewers. It appears that we have emerged in your home, if you wouldn’t mind showing us to the exit thank you. Additionally can I request you attend the garrison at first light on the morrow. There are questions to be asked about the passage leading to a den of criminal activity in your home and any knowledge you might have of it. If you consult your copy of the code legal these charges could range from hampering justice up to treason depending on exactly what involvement you have with the criminal organisation connected to your abode. Thank you for your cooperation.”
With that he gives a stern glare at the halfling indicating he has no time to waste.
Sizan squeezes and takes in a long, deep breathe. Despite having heard them approach, it did little in preparing his mental faculties for the added stress in already heated moment. Before he can say another word, a 'guard' stepped up from the way the came. For his part, Sizan keeps his composure, and played off the arrival with a sigh.
"See? Can't say didn't try to warn you, my friend... Not that realistically there would've been much an opportunity to avoid the hassle, in hindsight." Sizan says, taking on a more relaxed air as he crossed his arms. "But again, sorry for the inconvenience, and the peculiar sight. All was in a effort to further help Gargan's story. Despite the casualness about Sizan's posture and words, the moment Cloudfur seems about ready to say something to 'help', Sizan does not hesitate to cover his mouth, and give a pleasant but warning look.

The halflings seem initially relieved at the sight of a watchman but he is a bit taken aback by the accusation:

I only use my cellar mostly for brewing my own ale and storage. I've never seen a passage and certainly no one else has ever appeared from down there! We've only just moved in here a short time ago. I do honest work and we are honest people I assure you! But well .. I suppose I'll be there I have nothing to hide. Should I ask for you then? What is your name?"
”I meant no offence, I have no reason not to believe you, but I’m sure you understand a thorough investigation is still required and I simply wished to state the legal precedents for it. Unfortunately I will not be in attendance when you arrive as my duties require me elsewhere to finish with the resolution of this matter once I have fully briefed my colleagues on occurrences today, however if you simply state you are there to discuss the entrance to a hidden Xanathar hideout which ever of my colleagues is assigned the duty in my absence will meet with you. Now I am afraid we must depart as time is of the essence, could you please show us out good sir?”
The halfling looks genuinely concerned that he's now been mixed up in something he knew nothing about, probably worried he could be falsely accused and penalized. He says nothing more, slumps into the chair with his head in his hands, and then raises an arm to point out to the front door.
You exit the house and emerge into the dock ward, finding a sign that says "Fishgut Alley". It is evening now and growing dark. As with most places in the ward many of the candles in the lamps are broken or missing.
Sizan goes wherever Renear decides to go. Which presumably will be nearest watchman post to drop off the duergar and goblin, then to the temple of Tyr next, long of a trek though both promised to be in their totality. Once the group reached the temple to get Dori fixed up -- assuming no one knew of some potent adventurer at the yawning portal to do the job -- then Sizan will pass everyone (the group) 3 gp and 16sp (Sizan keeps the 4sp for himself) from the pouch, as well as one of the potions to Dori once he has his full facilities. Until then however, Sizan quietly follows loosely behind the group while keeping a close eye on the group.

I suggest to you though that drawing further attention from the Watch to yourselves may not work in your favour, even if your intentions are noble. It might be best to leave them at a convenient location where they will be found. After that, it is up to you. I do know some people at the temple that would provide assistance, and as thanks for your bravery I would cover whatever cost is required to clear Dori's condition and heal Floon."
Allowing the disguise spell to fade and readjusting his robes to ensure he is completely covered Gargan then nods to himself happy that everything is okay. ”Where is the nearest temple to here then? I feel our friend is deserving of some care before we do anything else no?” He says to the group.
"The temple is in the Halls of Justice, just across from the market on the north end of the Castle Ward. It's about an hour's walk from here. We may be able to find a cart once we get out of the dock ward. That would speed it up for a few silver."
Sizan had been staring at the tied up humanoids every since Renear brought his point home. "The edge then. Of the Dock Ward, if not the Castle Ward. Anything less, and it would be far too easy for the more corrupt to get a hold of them. And before any of you say anything -- there is no guarantee the ruffians of this place won't cut'em loose if they prove to be a friend, despite prior dealings." He pipes up.

You do now. Though you don't recall specific enough information about any other local Harper members, you do notice the familiar small harp-shaped pin on his sleeve (not unlike the one you and many other agents wear themselves). Membership in the group is not particularly secret, though one's rank within and activities carried out usually are more difficult to ascertain.
"Fair enough",he replies. And with that you set out. Just after crossing into the north ward, Renaer ducks into an alley. Just down the street you can see the familiar sign of the City Watch protruding from a building. With your assistance he unties the duergar and goblin from Dori's arms, seats them with their backs against one another just out of view from the street, and ties them back up together.
From there you walk about 2-3 blocks before finding a cart. You pile in and he gives the driver your destination. Once it starts moving he pulls a small folded piece of paper and charcoal pencil from his coat and writes a short message on it. He rests the paper flat in his hand and says "Jarem Whitbeard". You watch as the paper folds itself into the shape of a small bird, and flies out of his hand back towards the way you came. "That should take care of those two", he says.
The cart travels quickly through the streets to the market that exists between the Sea, North and Castle Wards. Just adjacent to the SW corner you pull up to a massive building. It is several stories tall with huge white pillars along the front. Behind the pillars are huge double door adorned with metal. The doors swing open into an absolutely monstrous hall, open to above. The hall was initially built to comfortably accommodate giants, and it is told that the main hall was sized to allow a dragon to lie in.
You're met by two priests who appear to recognize Renaer. He steps forward quickly, "Greetings. I know the hour is late but we require assistance. I must speak with Savra immediately." One of the priests clasps his hands together and nods, "Of course, sir", and shuffles quickly away. The other directs you to a room just off of the main hall. The room itself is fairly large with a seating area and table for at least 6 in front of a fireplace. Shelves filled with books line the opposite wall. In the center of the room is a large table adorned with 2 large, burning candles, a large brass bowl with 2 goblets on either side. A large tome lies open in front of it.
You gather in the room and find seats. The priest offers you wine and then leaves you alone, closing the door behind him. Dori stands and continues his cold stare directly in front of him. Floon is looking a little worse for wear and appears to be nodding off. A little while passes. The door opens again, and in walks a tall, blonde human woman in the full regalia of a Knight of Tyr. She addresses Renaer, "Greetings friend. It is good to see you are well - there were rumours you had found trouble."
Renaer responds, "In fact I had, as had my friend here, however at the behest of another acquaintance of mine these adventurers were able help retrieve and release us. They have proven competent and brave, though the large one has a penchance for lighting things ablaze. Regardless, I am in their debt. The goliath's mind was taken by an Intellect Devourer. His body functions but he appears to have lost his faculties. Is this a magic that you can free him from?"
Savra nods, approaches Dori and looks closely at him. She closes her eyes with one hand raised on his forehead and her other on the holy symbol that rests around her neck. Her hands glow warmly as she mutters a prayer of restoration under her breath. The glow dims, she opens her eyes and speaks "Are you recovered, friend?". Dori's eyes slowly come into focus. He blinks, looks around the room and says ...
"Where is the beautiful, red haired man named Floon!"
As the brain of the goliath is returned to normal so does his train of thought. The last thing Dori remembers was a poke in the butt before running into a rectangular room swinging his axe and cleaving through the chest of a dwarf.
In the brief moment before losing himself, Dori was wanting to speak to a curious humanoid figure in black robes, tall and slender, with purple skin and several tentacles extending down from his face where a mouth would normally be.
The goliath would try to raise one arm and then another only to find both surprisingly exhausted. As if they had been carrying massive weight for a decent amount of time. Confused, starving, and thirsty Dori glared at blonde, human woman.
"Explain this witch or I will be forced to fall upon you."
Renaer steps forward, hoping to be a familiar face. "You are among friends Dori. Your mind was taken by the brain dog in the sewers. We brought you to Savra here to restore it, which she has done. Floon is here, and safe. You and your friends have done great work today. You need rest. We all need rest.
