Aegean remains back at a distance and casts Toll the Dead again (dc13 wisdom save or take 8 damage)
(so looking at the gibbering mouther, it looks like it only actually says you need the strength save when you start your turn in 10 feet, doesn’t say anything about moving there)

Wisdom:24 Donaar will become an axe beak and swing at the mouther.( was the dust devil going to do damage or no? Would it pick up the ground?) 11 strength

Edit:never mind, can’t do that. Donaar will still wild shape and move to the mouther, but will also move his dust devil up to the mouther without getting himself in range. I’m new to playing a Druid, sorry.

No, the mouther has to end its turn next to it so it can get knocked away on a failed save. Look at the spell Dust Devil.
