On the first attack that hits, we consider the damage to be the greater of the damage rolled in that attack and the damage rolled here (thanks to Savage Attacker feat): 9 (piercing) or 8 (piercing) if Critical.

It appears that either I have amazing luck (assuming it only rolls to the decimal place of the # of sides, it's 17/1754 * 1/101, or a 17/177154 chance [9.59 x 10^-5], although my math is probably wrong), or it only produces integer rolls. Still is goofy, though.
One last attempt: 59
And a theory: It can't roll half dice because you can't roll an x.5 (applicable to all decimals). 'Cause the dice roller isn't talking about the numbers on the sides and rather the number of sides.

Attempt at implementing Savage Attacker feat (2024 rules):
1st Attack: 23 Damage: 5 (piercing)
2nd Attack: 14 Damage: 7 (piercing)
