The stairs are inside the building. When you walk in, dead center facing the doors is the statue. To the right of the statue is the stair case. It coils up to the left around the back of the statue to the second floor.
She studies the statues features and appears to be in awe of the way the light reflects off of the eyes and cheeks. Suddenly, she throws off her cloak and dives into the fountain scooping up water and splashing around making a ruckus.
Partway up the stairs Wensa gives a loud yelp and a scared jump when Skeekbad jumps in the water. Deftly she grabs the railing and steadies herself avoiding a tumble down the stairs. Stopping to slow her breathing and racing heart she continues up the stairs.

Jallmur
Jallmur, who is not quite sure how a stairway works, is stealthily climbing up the banister. He makes a very concerned face when Scamper jumps into the fountain, even though Jallmur himself was speaking very loudly a few seconds ago. When he makes it to the top of the stairs, he looks around at the upper floor
Gizzmo will attempt to examine the fountain and the indentation on the front of it.
Perception: 20
Investigation 25
You're almost certain this indention is for something to be placed in it. It is about 8' in diameter and larger than any coin you have ever seen. The figure of the statue is of a female with long flowing hair. She is holding a bow in one hand. The statue is on a square block that is covered halfway in the water pool.
Skeekbad tries to think of who the goddess is, but can not place her.
The second floor is the main shop area. On one wall is a wooden and glass display case. Inside most of the cases are various coins with little signs and a description of the coin for sale. These appear to be collector items. Another small case is filled with jewelry. Across from the display is a large painting, 20 feet wide and 10 feet tall, in a thick gold frame. The painting is of a well-wooded forest. A wizard behind the counter greets you all. "Welcome to my shop. I am Khammeral. I have not seen you around the shop before. Anything you are looking for in particular?"
Khammeral will look over your rocks. There’s no real way you can lie about rocks being metal coins commonly used. “Is this what you use for trading in the lands you are from? While they are impressive, these are still only rocks. Here, they have no real value. What kind of coins are you looking for?”
Wensa will look through the small amount of jewlrey in the case. There’s nothing labeled as being magical. Just a few rings, necklaces and pennants with price tags hanging from them.
While Wensa saunters through the store area, she walks past the painting. The painting is very beautiful, even by goblin standards. It seems to have the slightest shimmer to is, but you're unsure if the light coming in through the window is causing it or something else. The coins are antiquities, aimed at a particular buyer with deep pockets.
"Billy is looking for a special coin. The coin is hollow and you wear it around your finger like this. (Jallmur uses a piece of cloth as a ring). Billy also thinks the coin is very light, like a feather."
Wensa stops wandering around and listens the exchange at the counter. She makes some faint groaning noises and grabs at her head a bit as she tries to think of what to say that might help. Suddenly striagtining up with a wide toothy grin she walks up by Jallmur. “Wensa want more ring! J....illy get Wensa more!” Holding her hand toward the shop keeper showing him the ring on her finger. “Silly Jilly Billy won ring for Wensa! Wensa like ring! MORE RING BILLY!” As she speaks her tone becomes louder and more demanding become almost a screech at the end.
Khammeral will give Jallmur a confused look until Wensa show him exactly what Jallmur was trying explain. Khammeral will lean over the counter and waves his hand over Wensa's ring. "A ring of protection. A very nice piece. Are you in the market of selling? I can offer you 1,000 gold for it." Khammeral will usher you over to the small section of jewelry. "I do have a few pieces, but none are magical like yours." He reaches through what appeared to be glass at the back of the case. Khammeral removes a ring out and shows it to you, holding it out over the counter. "This ring is made of electrum, a mixture of gold and silver." The ring has a light gold tint to it. "It is a signet ring from the Flabbergast family. A very renowned wizarding family. This ring here is 100 gold if it is to your liking."
While Khammeral and Wensa and Jallmur are ring shopping. Gizzmo is going to move to where he is out of line of sight of the shop keeper; sit Charlotte on the floor then and then cast detect magic.
Skeekbad grabs her cloak and bounds up the stairs to where she hears voices. She shakes the water off of her body mud and stank splattering everywhere. "OoooOOOooooh shiny pretties." She presses her hands and face up against a display case smearing filth everywhere she touches.

[There is no one in the shop? No clerk?]
Not down on the first floor. Just the statue and pool for what you assume is offerings.

[from the DM description, the staircase going up to next floor is accessible from the outside back of the building?]
