Pascal is going to start dragging Gruz out of the tavern, “Don’t be carin’ where ya go, so long as it ain’t here!”
Of course, first he pushes him over.
Drusk to Pascal: "Better the chairs than our good silverware." Points to the dinner knife, safely away from combat.
"How about tying them up, and locking them in the cellar, until we can get some of the city guard to haul them away."

Quillary faces off against the wolves. The one that took a bite at her got a face full of spores instead (-8 of her temp hp), and she will swing her magical chair at it, her spores reaching out to touch it. Meanwhile the cloud of spores sidles over to the wolf attacking the sheep.
Action: swing magical chair/club at wolf, 9 to hit, for 10 magical non-lethal bludgeoning damage, unfortunately accompanied by 5 lethal poison damage (if it hits).
Reaction: Her spores swarm the wolf attacking the sheep (assuming it is within 5'), causing it to Con save vs DC 15 or take 2 necrotic (alas, lethal) damage.

Quillary's strike does 15 points of magic anesthetic bludgeoning damage, which is enough to knock it out.
(Hildigrim is up. He can use Sneak attack damage if he decides to use the dagger / dinner knife. If he wants to Help someone, then Jorin's bonus action attack can have advantage.)

With the sneak damage on top of the dagger bashing, the wolf that bit Hildigrim goes to sleep.
Jorin winds up his right arm in a big circle, then quickly does a left hook with his off hand. The bear gets cross-eyed, then falls onto its back, completely dazed.
Wolf CON save: 10, Gruz WIS save: 10
(Calling the fight, combat is over.)
Gruz twitches slightly, but remains paralyzed. By the time the spell wears off, Pascal, Lif, and Twigroot have him looking like a ball of yarn, completely tied up.
The last conscious wolf is dragging the sheep towards the front door. As it gets hammered by the painful spore attack, it looks around to see its party is incapacitated. The wolf opens its mouth to let the sheep go, sits on its haunches, then raises both its front paws in an "I surrender" pose.
After Gruz and the animals are securely tied up and locked into a sturdy room in the cellar, the party can continue talking to Finethir Shinebright. (You can deal with them a few hours later.)
During the conversation, Drusk will cast Prayer of Healing, so everyone (including the sheep) are back at max health. Lif and Twigroot will clean up the mess from the fight around the tables.
The sheep speaks up. "An adequate job by your group. You are worthy to aid me in getting back to my normal glory."

The sheep continues. "Your group will assist me. My apprentice Ahmed Noke still has many guards still working for him, and like that group locked in your cellar, they will eventually find me. If my bright shining light is somehow extinguished, who knows what doom will befall the world without me to protect it? I must be restored, for what is good for me is good for everyone.
"I have a tower just outside Waterdeep. Leaders and heroes from far and wide would come to seek my advice, and my talent with transmutation magic. But some months ago, I came out of a meditative trance to find Noke clutching my prized wand. I demanded to know what the boy was doing, but the only noise produced was an angry ‘baaaaah’... The lad was always a complainer, but until then he did not seem to have the will for this insolence. Noke preferred to whine all the time, like that a human couldn't spend a century being an apprentice. Nonsense! That was how I was trained, and look how wonderfully I turned out.
"Trapped in this bestial form, I became a prisoner in my own domain. Forced to graze on grass and buttercups in my garden, while my guards, poplymophed into wolves and other beasts, supped and drank from my larder, mocking my plight.
"Last night, I felt hope for the first time in many months when Noke left home without closing the door. I entered my tower, found the scroll to communicate, then rushed into the city, searching for those who could activate the spell and do what needs to be done.
"You will accompany me to my tower, reclaim my wand from Noke, and then reverse the enchantment to return me to my natural grace and majesty."
Drusk looks at the rest of the party, unimpressed. "This sheep talks a lot like the elf acolytes from my old village." (From the stories you've heard of how the elves treated the half-orc, this is not a compliment.)

For Pascal: Bear in a cloak. A bear going down the streets of Waterdeep might cause panic, which is why he was disguised wearing a cloak... Hildigrim mentions that transmutation spells can turn people into creatures, keeping their original mind, but to have the change last for months would require incredibly powerful magic. True Polymorph is 9th level wizardry.)
