Walking into the saloon, Vitotakes in the scene. He's naturally drawn to the dice game, but instead follows Heck and Eugene to the bar when the Orc Bartender engages them in conversation.
Vito lets Heck talk up the crowd and he notices how the Orc Bartender's interests are piqued. He orders a whiskey on the rocks from the Bartender as Heck continues his little speech and then sips and nods when Heck's asks Eugene and Vito if he's telling the truth about the dragon. "Yeah, I thought I saw that son of a ***** bleed," Vito says in response to Heck.
When the is a moment of silence Vito leans into the Orc Bartender and says:
He says the following in Orcish to the bartender: "Your Pictish is good, but how is your Orc?"
"Well, gents,"Vito says to both Heck and Eugene,"didn't realize we were in dragon and witch country. I just thought I'd be dealing with the tribes."
"Worse than yous," the Bartender replies, accidently using the Orc pluar form of you.
"I reckon that you folks would want to restock your supplies before getting shit-faced," the Bartender suggests, nodding towards the door. "Both the General Store and the Armory aren't far, and if your dealing with Dragons, your going to need some gear. Don't worry about the Alcohol, it'll still be here until you get back."
The Orc Bartender gives a short quick bow, "Davis, Victor Davis." He gives a wave to those headed out.
As you enter the Armory, you see a sleeping Dwarf behind the counter. "Hrm? Vaz dat?" He asks as he wakes up. He wipes away some slobber and stands up straight, "Velcome to de Civilian Armory at de Vinter Quarters Outpost. My name is Johannes Gruber, how may I help you?"

"I thank yeh fer yer advice," Dobbs tips his hat to the barkeep and ignores his advice about pacing themselves, draining his whiskey before following Heck to the armory.

From what you know, historically, Metallic Dragons pretended to be people, while Chromatic Dragons were spread out and territorial. After the invention of the Gatling Gun, the Dragon population was drastically reduced. How many are left is hard to say because those that live tend to stay out of sight.
About the Drow Witch's action, you took a wild guess, but you increasingly think it was right. The only way to know for sure is to see it yourself or ask her yourself.
Vito nods to Davis before they exit his saloon and walk over to the armory to meet Mr. Gruber. At the Armory Vito looks around at the goods, particularly at the ammo. He points towards the bullets that are enchanted and asks, "Hans, can you do a fella a service and explain to me how these enchanted bullets work?"
"Ja," Johannes nods, "dey are magically strengthened to pierce through most kinds of standard armor and scales. Some shots dat vould normally ricochet vill instead keep going because of dis. It is not de strongest enchantment, but it is de easiest to get a hold of. It is 10 Dollars for a box of 10 Pistol Rounds, und 15 Dollars for a box of 10 Rifle Rounds."
This equates to +1 Ammunition. Firing one of these bullets will give the Attack and Damage Rolls for that Attack a +1, it also means that it counts as a Magically Attack for the purposes of determining Resistance.

Vito scratches his beard and nods as Gruber explains the enchanted bullets. "These would come in handy for us, Mr. Gruber." Vito clicks his tongue and smiles at Gruber. "Stupid, stupid me. I forgot to introduce ourselves to your Mr. Gruber. My name is Falk, and my friends and I represent an elite unit that works in dealing with dragons. And if you have not heard yet, the train we were ridin' on was attacked by a dragon. Unfortunately, in that attack we lost some of our supplies." Vito laughs a little, "we lost two of the most important things. Our own special bullets that deal in dragons as well as our petty cash we were given by our unit leader. Damn dragon burnt them up both good. Now, since we are out of money and enchanted bullets, and, because we were sent here to protect these lands from dragons, I am hopin' you could work with us on the price on these here enchanted bullets. Maybe we can work a IOU type of deal." Vito gives Gruber a beaming smile.
Mister Gruber seems to be completely convinced, "Ja? I heard dere vas a Dragon again. I can put you on Account for half de price on de Ammunition, anyding below that vill need to go drough de Chief Varrant Officer."
Vito raps his hand on the glass counter and smiles at Gruber. "Thank you, Mr. Gruber. Put me down for two boxes of enchanted pistol bullets, please. Gentlemen, let's stock up."
Johannes grabs two boxes of Enchanted Ammunition and trades them with Vito, for $10 before taking out a sheet of paper. "Eh... Falk, 10 Dollars, 2 Boxes of Enchanted Pistol Ammunition," he pauses. "Vhat is your Last Name und de name of your Unit?"
