Once underwater Elon flips lever #8 to turn on the lights and pulls on lever #9 to drop 20 feet below the surface. As Elon's doing that, Silver pulls on lever #1 and #4 to extent the feet and tail as well as the claws.
As you look around, slightly in awe of the experience you don't see any immediate threats.
If you find D3 on this map, that's where you started. You're now 20 feet under water in that same location. Elon and Silver are at the controls, which way do y'all wish to go?

Just researched it and there doesn't appear to be any official ruling on this so I'm going to say, yes you can talk.
OCC: I assume wearing my scale chain will weigh Phaedra down to much to swim?
If you'd like to role play it that way you're welcome to, but as a DM I feel that your character wears that armor all the freaking time, she's used to it. Since none of you have a swim speed, swimming is treated like difficult terrain effectively halving movement already. I don't think any additional disadvantage is needed due to armor that you regularly wear.
Don't forget to roll the 2d100 to see how many minutes the potion is going to last

Do the characters know how long the potions will last, or is it going to surprise us? Mine was 62 minutes I think.
I would say the characters have a feeling about it. You feel you have about an hour left. Later you'll feel you have about ten minutes left, etc. Oh, and your roll was 66 minutes.
Elon sees Selinae's motion to head north and so tells Silver and they get to work moving and steering the machine. He begins to shake with anxiety. Water IS NOT his friend!

Phaedra splashes into the water and submerges, struggling for a second to figure out water breathing as she involuntarily starts to chock and freak out about breathing in the cold sea water. Surging back to thr surface, she braces herself and tries again, this time without issue, swimming after the contraption.

Elon has the submersible descend until it's 50 feet under water. You all look around and you can see various types of fish swimming around but you don't see anything threatening or interesting in the 40 feet of light in front of the machine.
