It takes a few attempts, but Zane is finally able to remove the enchantment from Roccar's second guard.
"Thank you. I will rest easier knowing I don't have to lock up one of my own men," Roccar says, "I will switch out my men and meet up with you later. Should you find anything, please report it to Ritska. Don't get in over your heads. She'll be able to help with resources if you need them. You shouldn't have any trouble finding one of her spies around the city to relay information to."
His head bent low to the ground, Gruun tracks the marks left by the wagon a good distance across the city, leading the party all the way to Luskan's docks, where the ruts disappear on the wood and cobblestone of the piers.
The harbor at Dragon Beach is crammed with small boats, cogs, and caravels. Pirate and merchant shipping vessels come and go in a dizzying bustle. With the current quality of life in Luskan, it seems the docks are the only lively part of this city, though there are more than a few unsavory types here as well. Spread around the docks are a number of small children at play or working at small tasks, such as sorting through fishermen's takes.
Also forgot to mention, I've given Inspiration to Zane for using spell slots to remove the enchantment from Roccar's men. Remember that Inspiration must be called out before a roll is made, to give that roll advantage. It can't be used for re-rolls.
Hox says, "Ones like Hox not leave mark for others, so maybe wanted to keep it secret, the thief did. Can use magic though...perhaps Hox go see if they know of thief with magic."
Killian will grin menacingly at any "unsavory types" giving them more than a once-over, while the boys figure out what to do. This is not her kind of town, nor her kind of action. She's already been proven wrong more than once, so she's going to keep her opinions quiet. For now.

Gruun will move over to where one of the children are playing, preferably one somewhat alone. He'll try to discreetly ask them, "We are hunting for Ritska, have you seen a wagon with 'RC' carved into being hauled around by a pale man?"
Gruun approaches a young human boy to ask the question, and the child nods, placing his finger over his mouth in a quieting motion. Gruun hears a response telepathically.
For Gruun:
"I saw the wagon, after midnight. It was taken by a group of humans to a black ship called the Raven's Claw. The Raven's Claw has never unloaded cargo here before."
OOC: You can respond telepathically with one message if you would like.
Telepathically, the boy responds, "The humans took their cargo to a longboat, then took the longboat to the Raven's Claw. It was off of the docks, in the distance, and sailed away soon after."

Gruun walks back over to the group. "The wagon was taken to a ship called the Raven's Claw, which then sailed off. He did not know where so we should go talk to the Harbormaster and try to find out."
Killian looks about for a Harbormaster, or a sign that says "Harbormaster." While she grew up on the streets of a major city, the docks were not her ground.

Killian's only real skill in talking to people is to draw her sword and scare something out of them. Even she thinks this might be counterproductive, at this point. Then again...
The young woman looks for a likely sort, working a crappy stevedore job, likes to listen to gossip, still young enough to think most things are possible... (Insight?)
After identifying someone like that, she will approach him or her and put herself in their personal space, making sure they get a good look at her, but not necessarily trying to be intimidating, saying, "My name is Killian Joy, I am being called Killjoy by some in Luskan, apparently. I am looking for someone who can talk to me about the Raven's Claw, a ship that recently sailed out."

Killian has no trouble finding a likely candidate. The young man she speaks to gasps and drops the crate he is carrying. He looks around wildly, as if to see if anybody else sees this, before realizing that the slightly terrifying woman before him most likely does not want attention, based on her tone.
"You're Killjoy? My da' saw you last night, couldn't stop talking about it. We coulda been next, he says. Bastard didn't have the courage to do anything about it 'imself though. If I weren't working last night myself I'd have been there too but I'd have helped you, I would. Hard enough these days without arseholes pickin' on the poor now. Why, I bet--" he rambles. Shaking his head to get back to the question at hand, he continues, "Yeah I saw it, the Raven's Claw. Never seen it before, to be honest. Didn't even dock, just sent a longboat to pick up some cargo and sailed off. Due East, it went, into the Trackless Sea. Not the kind of ship you want to mess with, I think, not in Luskan. Well, not the kind of ship I'd want to mess with, I don't mean to speak for you, but--"
"Oy, Mason!" a gruff voice calls from further down the docks, "Quit flirtin', you arse, and get back to work! Or you want to still be here tonight?"
While everyone else is staring at the ground, Killian will keep her head up, watching for trouble. Perception: 9

There is no obvious Harbormaster building in sight. The docks are filled with sailors and workers, but no one around seems to carry such authority.
Based on your knowledge of Luskan, the docks are most likely run by the High Captains of the city, rather than a citywide Harbormaster.
