Herman helps the others with the fire: the plain landed on those very hills he had planned to hike just the day before. He is impressed.
The questions he asks around to whoever he meets:

Suppose we will be really cut out for a long time, where is the river or the closest well? I mean, we can hunt game but if we run out of water we are screwed!
There’s a rush at the moment but it will settle down. If you set off a nuke in the upper atmosphere you get an Electromagnetic pulse EMP. Any electronics in line of sight not specially hardened will be destroyed. One bomb can cover the vast majority of a continent and send it back to the nineteenth century. This is what people are talking about, what really happened is far worse than that.
nearest town to the north is 15 miles, to the south is 40 miles. To the east is forest. There is a river near the fire.
After the Fire is controlled people straggle back to town. Visitors are give food and a place to sleep. A town meeting is announced for mid day tomorrow. There will be much exposition explaining what’s going on.
After eating a generous meal, George settles into the B&B for a good night's sleep with a full belly. His plan is to get up in the morning, report the wrecked car to the rental company (surely the phones will be working by then) - and then get an Uber to run him up to the trailhead at the nearby National Forest.
The plane crash worries him as he drifts off to sleep. Whatever happened to knock out the cars and phones in town was also powerful enough to knock a jet out of the sky.......
Eva knowing there isnt much else for her do goes to her rented home. And on some instinct she starts packing a bag just in case the town needs to evacuate

I'm really happy to be joining you as Juliette Sawyer, a young (26 years old) musician who specializes in playing wind instruments. She comes from a line of professional musicians and was under quite a bit of pressure to continue the family tradition, so for a long time she has been working on polishing her skill. All of that work payed off when she started winning different competitions and actually playing for a big audience. She has a big heart and mostly cares about bringing people joy with her music but unfortunately for her that's not exactly the route that pays bills. On the day of the crash Juliette was supposed to perform at the local venue with a group of other musicians, so she was getting a taxi to take her there. The event stops her from doing that, though. She is stuck on her way to the venue with her instruments in cases and a backpack only containing her wallet and her phone, that is completely useless now. Since without electricity or service the performance would surely be cancelled, Juliette decides to head back to her rented apartment and hopefully get some information on what happened.

The mayor is standing on the steps of the town hall. There is a crowd of a couple of hundred people in the park and the street in front of the building. She is using an old fashion speaking trumpet to project her voice. "We have some very difficult decisions to make today. I'll tell you what we know so keep your questions for latter, everyone will get a chance if they want to address the meeting. First, nothing electrical works. 2nd, guns don't work either." This causes much taking to pass through the crowd, shouts of derision and other people saying that their firearms don't work either. "Third, and this is getting even weirder... steam power doesn't work." This causes even more discussion in the crowd and some shouts asking how they would even know this. She explains "Some of you know that Tom has been restoring an old steam powered paddle wheel for the tourist trade. He was doing tests on it when the head pains occurred yesterday and it stopped working right then. The firebox still burned and the water was hot but it stopped generating steam pressure to turn the paddles. I'm no technical person but I know how impossible this is." She waits for the furore die down
I'm thinking of a change to how I'm going to treat magic. After 2nd level when spells become available a caster will be able to ritually cast any spell from their lists that is either marked 'ritual' or has a duration of 10 minutes or longer. This expands what's available because the number of ritual spells is quite small. Spells known as per the normal rules.

The mayor holds up her hand and the crowd quiets down "I'm sure some of you are wondering what we should do. That depends on two factors, how widespread is is this? Just local, America wide or the whole world. Second, how long is it going to last. It could end tomorrow or last forever. I'm going to invite one of our visitors to speak, he has expertise in these issues. Doctor Novella." She waves him up to the stage.
"Hello, my name is Steven Novella and I'm chief of emergency medicine at Portland Methodist Hospital and I'm also a member of the Portland civic defence committee. We have no way of knowing how widespread this is but we must assume it is at least country wide until we know different. Now comes the real question, how long will it last. That question controls how we confront the problem. If this is only short term we need to try and keep as many people alive as possible. We need to send people up to the highway and bring in stranded motorists.
However if this is long term we have to do the opposite. There are 650,000 people in Portland and 170,000 in Salem and I know from our civil defence planning there is enough food available in those cities to feed them for a week, maybe two if draconian rationing has already started After that we are going to have close to a million people heading into the countryside looking for something to eat.
We've started a complete inventory of what is available in town and with a lot of luck and some hunting and gathering we have enough food to last 3 months. This is just long enough to survive until some fast growing crops are ready. We need to get boats out on the ocean fishing. If a crowd of people comes here all the food will be gone in days.
This is what this meeting has to be decided. Do we welcome people in or do we post guards and turn them away. You may say that I'm a stranger so why do I get to stay? Well, as I said I'm a doctor and I think I'm the only one you're going to have for some time. There are certain skills that are going to be necessary for all our survival so we could let in a limited number of people if they have needed skills."
The mayor opens the floor for discussion.
The mayor also asks for volunteers to be deputised for the duration.
Uthvern looks around to see what the others say first, as he heads towards the back. He knows it's not his say. He's not from here, and he's also not really able to think of an idea that could work.
