After a long night of confusion and moments of sleep Juliette headed to the town hall. She had high hopes that the mayor would tell them all of this was a huge misunderstanding and the power would be back in no time. What came after left her even more confused. She just wanted to have a concert and instead was stuck in almost a post-apocalyptic town.
Juliette knows nothing about the place so she decides to listen to what others have to say before making her decision. She turns her attention to the man who raised his hand first.
George waits patiently for Herman to speak while he decides whether to stay in town or head for the hills. The plane crash was tragic - but fortuitous - breaking the 101 at the river to the south. With the Ocean to the East, the river to the South, the Forest to the West, the town would just have to secure the 101 to the North to control any influx. Doable. Difficult, but doable.
The problem - as it often does - comes down to a question of will. Will this town have the stomach to hold a barrier against a horde of their starving neighbors? Will they have what it takes when it means protecting themselves jamming the pointy end of something into another human being.
That's what he's hoping to hear in this 'Emergency Committee' - the steel in their voice to see the job through.

Even in tragedies and strange events like this! Even in this situations , we must be told what to do, guided like sheeps!
Herman tried to comb his unkept where when he realises all eyes were upon him, a little undecided , he started

FRIDGES and other consumables: I am what pepole call a "survivalist" : I like to camp outside, live in the forests for some periods and so on: I know how to save food even without a fridge and I know some widespread herbs not only eatable, but also good as spinaches or kales.

"Shouldn't we first get a group of people to go out and see if other towns have power? I'd go. No offence, really, but I would rather not get stuck in here for too long. I have places to be"
She falters a bit before deciding to speak her mind.
"Also...can we really just refuse people who come in seeking help? Doesn't that seem a bit extreme? This situation can't last that long, can it? The power will return eventually"
Juliette doesn't continue speaking letting her last thought remain a thought for the time being. But she can't ignore a very ominous feeling she has about everything that's been going on. "It has to, right?"
Uthvern steps forward, "I'm not a native here, so I'm not in a position of power to tell anyone what to do. My name is Uthvern Mikaels. If anyone watches some sports channels, I'm a professional fighter. I don't know much about this incident. I'm agreeing with this lady here," waving in Juliette's direction.
"We need to see other places and check in in other places. I'm willing to do whatever is needed. I'm fit and can do most types of manual labour. So what I do depends on what is needed."

Perceptions are interesting, I reread what the doctor had said and he gave no orders. He laid out the options based on his knowledge and expertise and then asked for the town to make a decision.
Even in tragedies and strange events like this! Even in this situations , we must be told what to do, guided like sheeps!

Doctor Novella "I am an avid collector of books that will be of great value if this 'Change' is permanent.." He rattles of some examples "Edible Plants of the USA" "Manufacturing Processes of the 17th Century" "A Complete Guide to Traditional Skills" 6 Complete Encyclopedia Britannica editions ranging from 1650 to 1878 "The Pharmacological uses of Plants in the 18th and 19th Century"
But all those books are at my house up near Portland.

We have checked our closest neighbour and its the same there.We need people to check out the highway to see how many people are stranded up there and what they're doing. One of the things we have to do is vote. How are we going to react to this disaster. If we act as though its permanent and its not we may suffer major legal ramifications. If we act as if its short term and its not there's a good chance we'll starve to death.

He starts “Most of you know that I was in the Marines and that I lost my arm when my helicopter was shot down during Desert Storm. But I’m going to tell you that the worst thing that ever happened to me was in 1975. I was a new corporal guarding the Saigon embassy while all the staff were being evacuated. We had to stand there with weapons ready telling people that they where not allowed to enter the compound and would have to face the invading communists. We knew that if we opened those gates we would be overrun by terrified people and we would probably all die. I knew a lot of those people and I knew that a lot of them would die.
So that young fella is right” he gestures to George “So all I have to say is if you vote to act as if this disaster ain’t ending soon then some really tough choices are going to have to be made. There’s nothing fair about us being in here and them being out there. But the world has never been fair.”
They hold the vote and it is decided. A state of emergency is declared and no one gets in without a damn good reason and the approval of the Mayor, Sheriff and town council.
The Sheriff makes an announcement “All those I’ve spoken to plus any non residents please come to my office.”

Eva who has been quiet and listening through the whole meeting, looks up at the sheriff confused but gives a nod to shows she will be there
