It's just their size and actions are on the smaller scale compared to the other gangs. Razorback, Ao Oni and Bronzor are all much bigger than Rat Liver. Razorback are outcasts working mostly as assassins and have the largest presence outside of the city. Ao Oni and Bronzor are too busy fighting each other to worry about Rat Liver. And I wouldn't get involved with any of the other gangs if I were you. I like being alive."
Lucia adds, "Yeah, I agree. Messing with the larger gangs is just asking for trouble. It's true I'm going to have to go after them eventually but for now, I can't touch them; they're too powerful."
