Brand, because he is no longer using the Stone of Far Reaching to impel himself through the air, is slowing down by 5' every two rounds due to air resistance. Last turn, he harried Rawl with the stone, and so wasn't using it for movement. This means this is the second turn since he matched velocity and his movement due to momentum is 15' per round in the direction of flow of the river (he will also keep slowing unless he uses the stone to move again)
So, at the start of Rawl's turn, he is 5' further downriver than Brand is. For his move, Rawl decides to start thrashing his way back towards the closest shore. As he does this, he is also doing the Dodge manoeuvre to avoid being attacked once more by whatever it was that pushed him under the water.
Rawl is now 15' closer to the bank, 5' further downriver, and 10' below Brand, which means he is effectively 20' from Brand and is effectively Dodging.

If this is correct, then make a Dexterity (Sleight of Hand) check for Brand to successfully let go of the Stone of Far Reaching, pull his hand out of his pocket, grab a dagger and throw it. This will only be problematical if you fail a roll against a DC of 6 (i.e., you roll a 1). If he wants to use his left hand, then there is no roll, but you will need to make the to-hit roll without Brand's proficiency bonus.
If Brand is going to use his right hand, roll the Dexterity (Sleight of Hand) check.
If Brand is going to use his left hand, roll a to-hit roll without his proficiency bonus.
Also, before I forget, Sneak Attack is no longer possible because Brand doesn't have Advantage.]]

Round 2:
Brand suffers from momentum; speed now 15/round downriver. Rawl sinks, but flows with river. Brand uses stone to get to Rawls likely position. Brand Speed now 15+10 = 25'/round, and he moves 25' in the direction of Rawl's bubbles.
Unless I missed something. This is hard to manage. Lets not do this every day!

Surprise Round:
Rawl "stationary" Brand was matching speeds with river and above Rawl, tried to push him under. Let's make this the origin.

Round 1:
Rawl swims for shore. Brands Speed unchanged yet; Rawl moving 15'/round to shore and with river. Brand throws dagger.
R[0,0]->[15, 20] (river and swim)
B[0,0]->[0, 20] (momentum)
And end of move, Brand is 15' from Rawl.
Round 2:
Brand suffers from momentum; speed now 15/round downriver. Rawl sinks, but flows with river.
Brand uses stone to get to Rawls likely position. Brand Speed now 15+10 = 25'/round, and he moves 25' in the direction of Rawl's bubbles.

1. Momentum was defined as having the initiative, so movement due to this is done first in the round.
2. The momentum has two components: shorewards and downriver, not one.
3. Brand has to use his action to use his stone to move, which means he also can't attack in the same round.
4. Brand's movements start at 5' above the river.]]
Surprise Round:
Prior to this round, Brand has been able to match velocity with Rawl because he stopped swimming and looked around while treading water. Brand loses 2.5' of velocity due to air resistance. Let's make this the origin.

B[0,0] Brand pushed Rawl under the water and Rawl is now aware that he is being attacked.
Round 1:
R[0,20] -> R[15,20] Rawl panics and starts swimming for the shore.
B[0,15] Brand throws first dagger and misses [downriver velocity is now 15'].
Round 2: Brand uses his action to change his vectors by 10'; Height still 5'.
However, Brand cannot just add his downriver velocity and his new acceleration as they are in different directions so your idea of 25' per round toward Rawl doesn't work.

B[0,15] -> B[0,30] -> B[10,30] or B[5,35] or B[0,40]
In all the cases, Brand is approximately 10' from Rawl, but has used his action and so can't attack.

Brand is not directly above Rawl, but he is approximately 10' from Rawl. However, he has once more used his action for this round and can't attack.
Round 4: [Assuming B[20,55], Brand's downriver velocity is now 20' per round and shoreward velocity is 10' per round. As his action, Brand starts to slow down to avoid overshooting. Also, as part of his move, Brand levitates upwards 20', so he is now 25' above the river.]

Brand now has a shoreward velocity of 0' per round and a downriver velocity of 20' per round. But he has once more used his action for this round and so can't attack.
