"Cover its eyes!" shouts Vil to Cimeri. Sensing her moment, Cimeri hops atop the overpass wall, sprints down its ledge, leaps from the lowering corner tops of the stairs and lands, with a flip and a flourish on the back of the Hadrosaur. She reaches forward to cup her hands over its eyes, clamping hard around its shoulders with her thighs.
Taman wipes perspiration from his brow, glancing from the inner chaos back out to the raid outside the walls. He runs for a better viewpoint and is able to catch the eye of a warrior headed to the walls.
"How goes the battle?"
The soldier stops for a man of the cloth with an air of authority, knuckling her forehead. "It's in hand," she gasps, shifting her grip on the bundles of arrows under her arms. "Took us longer to react, what with the races being on and all. We were prepared for the races, but not the attack. We can handle one or the other easily, just not both at once." She rushes off.
Taman takes a moment to assess the situation outside, to learn what he can about the attack. Undead of all sorts, some just bone and sinew, others of flesh, stumble about the chasm of Malar's Throat. Many have no motive other than killing and death, though Taman notices that some of them seem to be more coordinated. [Perception check pls]
He turns back to the city; there are many wounded all around. A shop nearby is on fire, having been looted. He sees Fulcra at the other end of the overpass surveying the city as well.
Further up the racetrack, the allosaurus has turned on the triceratops; people try to flee but it's just too crowded. With the guards fighting the undead, no one is able to quell the rioting or get people moving toward their homes. A plodding ankylosaur appears around the corner, barely under control of its rider; she takes her dino toward the allosaurus to help her fellow rider on the triceratops.
"Stop the creature!" that was all Cimeri was able to think about right now. But how on earth do you do it?! "Easy boy, easy," she was not sure the animal understands her or even hears (where are the ears on that head anyway?) but hoped if she stays calm - so would the dinosaurs. Cimeri clung to the Hadrosaur's neck trying to do just one thing - calm him down and eventually make him stop.
Fulcra continues to look for a way down, hoping to find a spot to hop down, but, failing that, he'll run the long way down the stairs. As he does so, he points at people, whispering under his breath as he sends them messages.
To key rioters, "Cease your unlawful rioting immediately or you'll be brought to the run!"
To people who are not moving fast enough, "MOVE! Get out of the area NOW!" He tries to send them to safe spots.

From the overpass he has an excellent view down the track and watches the allosaurus receives a crushing blow to the knee from the ankylosaurus' tail. The great beast falls on its side and is gored by the triceratops; the roar of the lizard is heart-breaking.
Taman moves to start helping getting the mob away from the fighting dinos. He is glad to see one of them is at least down, the other two seeming to be concentrating there, and, maybe, giving the people enough time to clear away.
As brief and bizarre as it was, riding a dinosaur was actually very exciting. Yet, Fulcra was right too - "suicidal" was a correct definition of the race. Cimeri slid down, allowing Vil to take care of the animal, stroke his hide (dinosaur's) one last time and looked around. The battle of the dinosaurs was both terrifying and stunning sight - something too painful to watch and yet impossible to look away from. There was another thing - the riders of those beasts. Now Cimeri knew how they feel (mostly helpless) and if there was a chance to get one down to safety, she had to try.
Now that he's on the ground, he'll physically run to groups of people, yelling at them to get off the streets as well. When he sees looters, he attempts the deception message spell.
For rioting folk he's trying to sound like authority, as if he were town guard with any ability to arrest people, so, deception? (using message so they don't know where the command is coming from, plus, it's in their heads, more attention grabbing right?!)

The ankylosaurus rider, a gnome in fashionable (perhaps impractical) silks, coaxes his mount to threaten the allosaurus, hoping it will let go.
Above them is another overpass; they're half under it, toward one end so that the distance from the bottom of the overpass to the riders is less than 8 feet. You notice stone-carved dinosaur heads dot the lower edge of the overpass; decorative, though it's apparent more than one tall load has hit and damaged some of them. The wooden fencing of the barriers behind the allosaurus is thoroughly destroyed; most people mill about confused as to how to help. Some try to tend to the fallen, wounded allosaurus rider among them. Other onlookers gape dumbly from the top of the overpass.
Fulcra stops in the middle of the street forty feet from the Allosaurus. He looks around at the ongoing chaos and then sighs heavily. "Well, this is definitely the stupidest thing I can do."
He throws a ball of flame at the Allosaurus hoping to get its attention. He looks around for the closest building he can flee into.

By the Lliira's three stars, what was he doing?! Cimeri terrified watched the boll of fire piercing the side of enormous beast, unable to decide what to do - helping Fulcra (how?!) or try and rescue the rider (again - how?!). She had a crazy idea of her own - get to the overpass, hang from the lowest decorative wooden head upside down, scoop the rider and bring her up, as in classical aerial circus show. Not giving herself time to think it through (and refuse) she run to the overpass.
This post has potentially manipulated dice roll results.

Celtra stood upon the overpass viewing the situation below. New to this land she was astounded by the large lizards, let alone people riding them. She looked down upon the three and it appeared one had attacked another and people were trying to free the one with three horns. Looking about she saw the decorative stones and moved behind one. Taking a breath she set her stance and pushed against it with the intent to crush the biting one.
Celtra's muscles bulge as she strains, and with a final twist the carved dinosaur head cracks free of the mortar, tumbling end over end through the air before slamming down on the allosaurus' head with a sickening crunch. The dinosaur's jaws swing open in death, releasing the triceratops. The struggling dragonborn rider manages to calm her mount as the ankylosaurus rider does the same.
The crowd begins to murmur as Cimeri stands looking up at the warrior on the overpass. Fulcra moves from his hidden position; Taman strides forward to check on Cimeri as well.
Vil is nowhere to be found, nor the hadrosaur. The sounds of battle from outside the city appear to have died down somewhat; you conclude that the attack must have been repelled if the noise is subsiding.
[What do you wish to do? There are introductions to be made; there is time left in the day for two ventures to areas in the city if you wish. Cimeri had an appointment in the Red Bazaar at some point this afternoon after the races, though the races did not conclude... anyone who had placed a bet gets their money back as the race did not finish]
