The circular Raven's Council room is about 35 feet in diameter, with the large round, now broken table in the middle. Chrys, Nym and Silver are at one end, where the stairs enter the chamber, and Lumen is on the opposite side of the room from you. From Silver's position, the 30 foot cone would extend across most of the room, obviously hitting Duskbringer, but not hitting Lumen, since on that far wall, and just out of range in terms of distance.
Kess, on the other hand, is right next to Duskbringer about halfway across the room, and would be right on the outer edge of the cone. After carefully drawing a geometric diagram for reference on the back of a piece of junk mail, it appears that the square Kess is currently occupying is cut partially by the edges of the cone, with more of her square falling outside of the cone's boundary than inside.
So, I'll say that Kess needs to make a DC 13 CON save. Success would mean no damage, failure would be half damage, so 4 hp cold damage, but she would suffer none off the other stuff in the spell.
However...

Upon seeing her companion nearly obliterated by the dragon's powerful breath weapon, Silver's own rage overtakes her and she sends forth her burst of cold energy, too angry to even realize that Kess is standing right next to the beast. Fortunately, she's right at the edge of the spell, whereas Duskbringer takes the full brunt of blast, and whether it's her own lingering injures or perhaps even the strange relationship with the will-o-the-wisp that has compromised her fortitude, she fails to shake off the effects of the spell, and is completely enveloped by a layer of ice crystals that instantly freeze, causing her to be hindered in her movements. In addition, she feels some intense pain from the bitter cold.
Having no corporeal body, the strange tiny ball of spectral energy that hovers around the dragon's head is not restricted by the cold. Being so close, Kess thinks she hears a slight horrid cry of pain emanate from that area, and she also feels the sudden sting an electric shock, as if she were hit by a small bolt of lighting. (Kess takes 5hp lighting damage.)
Lumen, Chrys and Kess are now up, and Nym needs to make a death saving throw.
Chrys, seeing Nym goes down, swears under her breath. It was bad enough that Vesper was likely dead -- that was something she couldn't afford to think about now -- but seeing the gentle girl go down to Duskbringer's angry breath set forth a grim determination in her. Years of training with the guards took over: assess the situation and do what you can. "When yer goals turn ta dust... ya sweep up," she grunts. Realizing she's too far away to reach the dragon with her stubby little legs in the first place, she hustles forward and kneels next to the drow. "I ain't losin' any more companions right now, y'hear?" she yells, slapping Nym on the back. "Git up an' fight!" she roars, the power of the Duin charging down her palm and into Nym's body like a shock of energy, jolting consciousness back into her companion.
Lay On Hands: 10
With one last firm nod at Nym, - "Atta girl!" - Chrys gets up and charges forward, wading through the difficult threads to bring herself closer to the dragon. (12' movement in total if difficult terrain)
Lumen can't see much of what's going on, what with a dragon in the way. He tries to run up Duskbringer's tail/back and then raises his big, ugly longsword, hilt up, and tries to plunge it down into the beast. He's hoping for right between the shoulderblades/wings.
Attack: 22 Damage: 8 (rolled with advantage in case he's effectively flanking it with the others)
He then looks up and tries to find any of his friends he can see, so if he can only see one, he'll inspire that one (if he can see more than one, he'll prioritize Kess to get her out of that mess, or Chrys who's charging the brute. (Bonus action)

Gritting her teeth against the expected pain, she tried and failed to stop her screams as the acid washed over her armor and found her vulnerable unarmored parts, parts of clothing and hair dissolving. At some point she blacked out before feeling a slap to her back that caused her to gasp to conciousness, her back arching at the pain of contact and being awake at all. A call to arms ringing in her ears. But the warmth at her back wasn't a bad one. Seeing a familiar foot, the drow glanced to her right and saw Chrysoberyl next to her and put two and two together. "That was one Hells of a wake up call... Thank you Chrys."Already the dwarven paladin was making a beeline to Duskbringer.
Mind focused on her current predicament, Nym began pulling and straining against the webbing she was caught in, trying to see if the acid had splashed onto any of the webs and weakened it.
In terrible, quick sequence, Kess felt her heart-beat slow in her chest.
Time seemed to slow down for her as Duskbringer's large body heaved with a horrid rasping noise and a foul plume of rot ripped through the chamber, the dragon breathing and loosing her most terrible weapon... right into a helpless Nym. Thankfully, Chrys was right there to tend to her...
No... what caught Kess' attention was the hint of blonde hair that she saw peaking out from beneath the demented dragon's large, obsidian form.

And then, memories gave way to tears that began to streak down Kess' face; tears of sadness and denial... and those same tears, as Kess gritted her teeth to strangle a scream and tide of raging emotions, gave way to anger. Burning, white-hot and murderous anger.
"How dare you... how dare you do this to my friend...!"
Rational thought gave way to rage, and Kess found herself raising her blades; she didn't care, in that moment, that she was facing down a living, flying siege machine in Duskbringer. She was staring at the monster who had just harmed her friend... or worse.
"DIE, YOU FOUL SCALY WITCH...!" With a scream, Kess leap up towards Duskbringer's side and brought her blades up to plunge deep into ebon scale and hide, flanking Lumen as she did so.
She was determined to make Duskbringer bleed.
Kess brings Moonpetal plunging downwards into Duskbringer's neck: 16

Kess follows up mercilessly with her scimitar, looking to open any wound made even further: 16
As Nym struggles to break free her body from the sticky bonds of the web, Lumen and Kess launch a double team attack on Duskbringer, with Lumen hitting her from the back and Kess from the dragon's left shoulder. Lumen finds it tricky to get sure footing on the dragon's scales, which are now covered in a thick layer of rime ice, but his sword finds a weakness in her defenses and his attack brings a loud cry of pain and anger from the already seething beast.
Kess however, seems to be a bit too distracted by her own anger and tears, and although she attacks with an incredible and ferocious display of blade work, only one of them, the magical blade called Moonpetal, pierces deeply into the wyrm’s thick scales and draws blood from the beast.
Still encased in ice, and currently immobile, Duskbringer does the only thing she can, which is wrack her body with vicious intensity. Shaking her thick, clawed limbs, writhing her huge torso and flapping her wings, she's able wrest herself free of the frost. Thousand of tiny shards of ice fly from her body and rein down upon Lumen and Kess, and for a few seconds, it feels to them like they're caught beneath a freak winter storm.
Now free from the effects of the spell, Duskbringer leaps upwards, and with a heavy and powerful flap of her wings, she launches up through the broken ceiling and perches herself in a stance 25 feet up on the roof, still within sight of you all, but away from the close danger of your swords.
As she does so, you now get a full view of Vesper's still body lying on the floor amidst the wreckage of the broken table. It's not immediately apparent whether she's alive or dead, but she does appear to be bleeding and somewhat broken.
Silver came back to herself, panting for breath, all air spent in her attack. She had only breathed ice like that once before, and it was not a good memory. She had hoped that anger in her was in the past, but clearly it lived on. She would have to face it, sooner or later.
But right now, there was a dragon to face. Her breath had held it in place long enough for the others to land some blows, and for Chrysoberyl to make use of her healing magic on Nym. With luck it was not too late to do the same for Vesper, whose body lay still on the floor.
Silver focussed her energies once more, calling on her blood - she held her crystal tight, and pulled from her pouch a small chip of white rock. Speaking the words, she used the rock to jab several times in the air, draw a circle around the space she had jabbed, then slash through it all with the point of the rock.
Around Duskbringers head and neck, a flurry of snowballs began to pelt her, snow compacted so hard it was almost ice.
Although Duskbringer is clearly frustrated and angry from the "inconveniences" that you've caused her, and injured from her wounds, she manages to avoid the effects of Silver's cold magic this time. She remains perched up on the roof, glaring at you with searing fury in her eyes.
No, since Duskbriger's entire body was encased in ice from Silver's spell, it made her too slippery. Lumen is standing right next to where she was before.

Kess glowers up at the dragon, gritting her teeth, anger otherwise marring her smooth features. She looses a high-pitched growl of frustration, thrusting both her weapons into the ground for the moment and drawing her longbow, narrowing her eyes as she glares right back at the dragon, utterly unafraid... if only because she was too angry and upset at seeing poor Vesper's body next to her. She pulls two arrows from her quiver and readies them to fire in rapid succession, pulling back on the drawstring and aiming right for Duskbringer's ugly mug.
(Kess - Sneak attack damage noted. I'd forgotten that you took a Rogue level!)
With her own anger burning, Kessdara takes another swipe at Duskbringer and spills even more dragon blood with Moonpetal as the beast tries to get away. Swapping from swords to bow in a lighting quick motion, Kess then looses her two arrows up at the wyrm, and watches as one of them sticks the dragon right in the softer scales beneath her right armpit. The other bounces off of her greenish black scales, but the first one brings another howl of pain from the vile creature.
Behind her, Nym pushes with all of her might and finally breaks her body free of the web.
