On the streets of the Dock Ward, Ian and Irma watch as Gregor soothes the temper of the drunken half-elf sailor. Grumbling but mollified, the soused seaman disentangles himself from the wizard and goes on his stumbling way.
As the sailor shambles off, Ian, keeping his eye on the surrounding alleys, notices a cloaked figure slink away from a corner opposite, vanishing into the shadows of a narrow lane behind a rope-maker's warehouse.
Out in the the Tully wheat field, Falshen, fighting down a sudden attack of terror at the sight of his uncanny opponent, has the Initiative, while Akai snuffles and puffs smoke in his sleep.
Cursing, Falshen strikes at the creature with his rapier before using his Cunning Action (bonus action) to disengage and move away such that the remains of the campfire are between himself and the animated pile of straw.

Falshen's blade strikes true, sliding in and out of the grotesque effigy's torso with a speed and accuracy that would have dealt a fatal blow to a humanoid of flesh and blood, but seems to barely faze the diabolical construct, lacking as it does veins and vital organs.
The scarecrow, pursuing the rogue as he steps around the campfire, blunders straight through the glowing embers, scorching its feet of twigs bound with twine for 4 fire damage. Ignoring its own smoldering lower limbs, it reaches out its claws again, raking at Falshen's face:

Akai, meanwhile, can make another Perception check, again with Disadvantage.
Ian moves to better position himself with respect to the sailor as well as the shadowy target in the alleyway. While Irma called out the sailor, his focus is on the target and preventing the target from killing the sailor. He will call out if needed to prevent the murder. He is ready at a moments notice to cast Tasha’s hideous laughter on his target as his initial attack if he senses murderous intent. If engaged he will proceed to then use Faerie Fire and then reserve a spell slot for a healing word. Vicious mockery will be the spell of choice from there.

If the shadow target makes a move that appears to harm the sailor Irma will tackle the shadow with his shield in an attempt to incapacitate them. If the sailor ends up being harmed and the shadow gets away from the two, he will make ready his healing powers for the shadow. If the shadow engages Irma in battle he will meet him with his hammer.
In the Dock Ward, Ian and Irma watch the half-elf sailor stumbling off in one direction, and the cloaked figure slipping away in another. The paladin moves toward the cloaked figure, stepping out into the street and making himself visible in doing so, but nobody seems to take note of him. Only Gregor, previously unaware of the paladin's presence, sees Irma coming out from around a corner, facing some unseen opponent with weapon half-raised.
