Dwal
Dwal stops his penning of the list and says to Gerrard "You could say that. We are dealing with more pirates, they just claim they represent the Crown." Dwal says as he stomps off the the far end of the ship. He sill ignore any calls for him to stay.
Dwal will remove his pack and open the top only slightly and say in Draconic: "Stay hidden and a peace little one. The humans that shot you are still about but, if you stay still and hidden you should be safe and able to heal. I swear I mean you no harm and used my magics to keep you from deaths grasp."

Gerrard:
Looking at Dwal with concern, Gerrard tries to ascertain if Dwal is being literal or not about the guards.
Insight: 16
To the female guard, he replies, “My name is Gerrard Feldren, and I am 24 years old. I assume you have some identification as well to prove you are in the employ of Saltmarsh?”
Seeing Oceanus surface and be challenged, Gerrard says to the lady guard, “One moment, please,” and calls out to the burly guard in the boat, “He is with us, a prisoner freed from the smugglers. He doesn’t speak the Common tongue so I will translate for you.” Holding up his palm to Oceanus, Gerrard speaks in Elvish, “Hann óskar þess að þú verðir á sínum stað meðan ég segi honum um hver þú ert.”
Elvish:
“He wishes you to remain in place while I tell him of your identity.”

Turning back to the female guard, he continues, “I suppose you could say I am self-employed at the moment, but my permanent residence is at my father’s house in Seaton. If you end up not needing this vessel here in Saltmarsh, I would be grateful if we could send it his way—he is always looking to increase the power of the Seaton Navy.”
"Oh, I'm terribly sorry, Mr Fowler. I'd hate to think I'd blundered in here, not knowing the situation, and trampled all over someone's work."He steps off the tarp, edging closer to bowl-cut. He looks at the guard's inventory. "That's real fine penmanship you've got there, lad. 'Course, there's no scary wildlife to startle ya, though those 'S's do look dangerously like snakes. Sure you don't want to shoot it, just in case?"
With Armand's (the burly guard's) permission, Oceanus climbs onto the main deck. Prudence (the female guard) turns to him, and asks, "Name and age, please?" Oceanus shrugs and smiles.
Mr. Fowler ignores Peri and continues inventorying the weapons cache. "20 javelins. One shield." He looks extremely tense as he continues to hold his temper in check. The kid flashes a vacuous grin and tries to focus on his writing. They step around Peri and search the cabin next door, where the parrot was, and the secret room where Oceanus was chained up.
Dwal gets a sudden flash in his mind. An alien vision. A brief view of the inside of his leather pack. A lot of pain where the bolt went through his neck. A desire to be free, to fly high. Then the vision is gone. It was an unusual experience, like none he's had before.
Dwal is taken aback by the vision and steady's himself when he can. He again tries to persuade the small dragon in his pack, speaking Draconic:
"Easy there little one. Dwal will keep you safe. The humans are about right now but, in a bit, if you wait, you will be far away from them. There is some food in the pack. Find it and eat your fill while you wait." Dwal keeps his voice low and tries to keep his tone soft and calming.
Dwal is very uneasy about this vision, not sure where it comes from and never having anything like it before.
“His name is Oceanus, Prudence, and I can ask him his age. Do you have other questions for him while I am asking?” offers Gerrard. In Elvish, Gerrard asks Oceanus for news of the Lizardfolk and relates the guard’s questions—age, and likely occupation and residence as well.”

"Bror, vil vi virkelig høre på disse dårene? Hvis du vil ta skipet tilbake, er jeg med deg."
"Brother, do we really want to listen to these fools? If you want to take the ship back, i am with you."
He wanders the main deck, peering down into the hold "Everything ok Cap'n? Happy to help EVEN things out down there if ya need. Seems Dwal and Gerrard are happy keeping our guests entertained. Perhaps Kasmen had the right idea."He hopes Peri understands his vague ramblings.
As the inspectors finish up, Peri hears Qivys's suggestion. "At ease, Mr Qivys. These fine civil servants are just about wrapping up. Then I'm sure they'll be able to guide us into the harbor. After all, Farbern was quite adamant about seeing us. And the quickest way to make that happen would be for you to take the Curse into port, eh? Unless you'd like to spend some more time just gettin' to know us a little better."
The two wounded lizardfolk successfully escaped him - hidden somewhere in the broad, rocky cliffs of that island off Saltmarsh. He followed them as far as the island, but then lost them. Oceanus is 304 years old, and a member of the tribe of Manaan, which inhabits an undersea settlement southeast of Saltmarsh also called Manaan. He is a scout, employed by his tribe. He would like to search again for the Lizardfolk after he has rested and recovered somewhat from his captivity.
Belowdecks, Mr. Fowler's voice sounds slightly less tense now, but he doesn't make eye contact, instead moving along as quickly as he's able. "We'll be finished in just a moment." He and Pits finish their inspection and inventory of the hold, even peering (but not venturing) into the bilge. After exploring every compartment belowdecks, they return to the main deck and continue their inspection, starting with the lizardfolk cabin. A small chest or box lies under the most forward hammock, but trying to open it, Fowler find that it's locked. He abandons the box and moves along into the Ships Stores.
Gerrard thanks Oceanus and translates the information for Prudence. Speaking with the sea elf some more, he says, "Ég vissi að ég hefði átt að halda áfram að synda til eyjarinnar. Ég missti þig og lizardfolk í djúpu vatninu. Armbandið sem ég geng leyfir mér að synda fljótt, svo ég myndi vilja hjálpa þér að leita að þeim seinna ef þú vilt aðstoð. Fyrir nú, samningur við höfn yfirvöldum sem eru að gera birgðir af skipinu. Þeir eiga að vera bandamenn okkar, en vinir mínir hafa haft einhver samskipti við ráðamenn í fortíðinni og hafa áhyggjur af því að einhverjir þeirra megi vera í deildinni með smyglunum, svo við séum að fara varlega."
Elvish:
"I knew I should have kept swimming to the island. I lost you and the lizardfolk in the deep water. The armor I wear allows me to swim quickly, so I would like to help you search for them later if you would like. For now, we deal with the port authorities who are making an inventory of the ship. They are supposed to be our allies, but my friends have had some dealings with the guards in the past and are concerned that some of them may be in league with the smugglers, so we are being careful."

Mr. Fowler, Prudence, and Armand prepare to assist you in bringing the vessel to the wharf to tie up.
"Captain, I'm gonna take th' tiller," he announces to Peri.
Gerrard will mostly stay out of the way, but be ready to help if someone asks for it. He asks Peri in a quiet moment where the guards (presumably) won’t overhear, “There seems to be some...history...with our group and corrupt guardsmen. Is there anything I need to know right now, or can the tale wait until we are safely ashore?”

"Captain, I'm gonna take th' tiller," Peri gestures toward the wheel. "Aye, Pilot, the helm is yours." He leaves the quarterdeck to Mr Fowler and joins the other line handlers on the main deck. To Gerrard's questioning he answers, "It's a long tale, and I'll tell it in full over a drink tonight at the Goat. But the long and short of it is, we captured the shore-based partners of these smugglers and a prisoner was shot by a drunk guard. There was a small boat that we loaded with the contraband in their hideout and sent off with two other guards, but it never made it back to town. So I'm not keen on leavin' our haul with the Guard." Now that they are headed into port, Peri will stop needling the guards and follow Fowler's directions.
It's a short, but tricky, run into the inner harbor through choppy waves and gusty winds. With Mr. Fowler at the tiller shouting orders, and Prudence, Armand, Mortly, Elbin, and Peri working the lines, they soon manage to maneuver the ship in and tie the sizable vessel up to the blackened wharf. A platform is extended to which the party is invited to debark via the ladder, and the long arm of a huge and ancient wooden crane is rotated and extended over the hold.
Standing on the wharf to greet the party is the burly and imposing captain of the Saltmarsh town guard, as well as a Saltmarsh Town Councilman, Eliander Farbern, standing upon a finely carved wooden peg leg. Farbern seems quite pleased to see you. "Good work, gentlemen! I knew you could pull this off! I trust you are all well?"
Replying to Peri, Gerrard asks, "Do you need me to stay on board and keep an eye on things once we get to port, or are you satisfied that the cargo is properly inventoried and stands a decent chance of being returned to the proper owners without our supervision?"
As they are nearing port, Gerrard asks Oceanus, "Viltu koma í land með okkur, eða er það eitthvað annað sem þú vilt gera? "
Elvish:

The female guard speaks to Gerrard with a businesslike tone, "Please stay abovedecks, sir. What is your name and age?"
Belowdecks, the old guard looks Peri firmly in the eye and speaks in a low, quiet growl, "Step off the tarp. Captain."
The dragonoid stirs in Dwal's pack.

The guard flicks the green reed hanging from her chainmail with one finger and drones on to Gerrard, "Occupation, employer, and place of residence."

The burly guard in the boat shouts "Halt!" Oceanus has surfaced near the Guard's boat.

Dwal
Dwal lingers with his pack and away from the group. He does call out..."Alright, lets get this to port then."
Dwal still does not trust these inspectors and suspects they are part of the smugglers group, atleast some of them.
To Qivy's statement Dwal will say "Nay lad, but be on your guard with these humans."
