Gerrard can sense that Dory is being mostly truthful, but perhaps not telling the whole truth.
The air clears for a moment, and you get your first lungful of somewhat-less-polluted air, before Dory speaks up.
"Please don't do that. It's time for you to go now." Mr. Dory releases his own cloud of bubbling yellow-green fog, clouding your vision and filling your lungs.
Gerrard and Kei: Make a CON save. Take 23 poison damage on a failed save, or half as much damage on a successful one.

Stumbling out of the cloud into the night air above, Gerrard says, "Well, that could have gone better. Master Kei, what did you discern from our interaction? Do you think he was being truthful about the cultist hideout? Should we keep exploring here to figure out what they have been doing in this warehouse and maybe check out the pit? Is he far enough gone that we need to end his life regardless of the political implications?"

Coughing on the acrid gas Kei manages a few words to Gerrard. "Seems he's made his mind up. No saving him." With that he subtly cocks both hands at the wrists, drawing the shadows in the room to him. Empowered by their darkness he lashes out with his hands, the shadows speed across the room and form a web of shifting darkness from floor to ceiling around Dory. With a flatness belying his rage he utters "For The Styes. Let loose My Leige."
BA - convert a 4th level spell slot to sorc points
"I'm sorry I could not save you. You are too far gone and fully under the sway of the Whisperer, whether you know it or not," says Gerrard, then all Hades breaks loose as he continues to funnel the stinking cloud out of the ship using his wind fan. Before he can react to Kei's initiation of open combat, though, the fireball rips through the room!

Badly injured by the fireball, Gerrard keeps using the wind fan to blow away whatever is left of the poisonous cloud after the fireball and the nearby air elemental effects (bonus action to redirect if needed).
He steps up to Mister Dory and starts stabbing him with his flaming dagger, trying to incapacitate the man/creature, still uncomfortable with killing the conflicted creature but now in a fight for his own life.

Staggering from the blast of fire, Kei draws on his inner reserves. A swirling disc of shadows forms beside Dory from which another inky black hound appears. The hound, flickering eyes the colour of the recent flames, fixates on its prey.
Growling, as if echoing his canine creation, Kei concentrates on Dory with all his might. He subtly twitches his fingers and imagines Dory stuck in place. With the spell cast he steps just out of the smoking, stinking room.
BA - summon Hound of Ill Omen right next to Dory (within 5ft) Hound Initiative 3
A - Subtly cast Hold Monster on Dory with WIS17 save
M - move back into the bilge room to hopefully escape the poison gas
Hound attack for when it's turn arises. Attack: 12 Damage: 11
Continuing to let the flow of air purge the remnants of the poison cloud, Gerrard keeps stabbing with his dagger. Also worried that the Whisperer might be able to enact magic through the councilor even when Mister Dory is paralyzed, Gerrard tries to trip him (face-down) in the hopes that blocking line of sight might work in their favor.
He does still, however, attack to incapacitate rather than kill (if that is possible with crits).

This time his Hound has proved to be useful. Kei, pleased with his summons, is less gentle with his attack than Gerrard. He releases all 3 shadowy bolts directly at Dory without remorse.

Dark fangs continue to try and tear shreds from Dory's inert form.

Gerrard and Kei mercilessly swing at Mr. Dory (as does Kei's unnerving hound). Dory is tough, but paralyzed and webbed, he is taking heavy hits from both. He remains alive.
The councillor tries one more time to break Kei's spell. Mr. Dory DC17 Wisdom save (again with advantage, but also disadvantage to the presence of the hound, so straight roll): 8

"I understand your intent Gerrard, but he can't live. For all we know he is the conduit for this Whisperer" Kei snorts as he continues his own less humane assault.
Meanwhile, his canine companion gets even more frantic at trying to destroy its target.

But he is caught in a mass of thick, sticky webbing and is restrained.
Dory squints. And that's when the interior of the ship explodes in flame. (Fireball.)
