You're able to push the limits of what the spell can do, and with Umbriel's help you manage to form a nice channel going from the bank into the cavern through the shaft hole.
You'll need a small dam to raise the water level high enough for the water to flow into the channel, once the river is flowing again.
Baeshra turns to the where the wheel attaches to the ground and gestures to Ireniana and Whistler, "Can you help here? I think if we smash the wheel and push it into river, it should dam up the river."
A quick glance at the wheel and shaft reveals that it is made of steel, and seems to be quite well made. It's going to take a lot of damage to break it free.
Umbriel takes a look at the wheel. "I may be able to help with a few casts of my shattering magic, but that'll limit my effectiveness later if we get into a fight - although I can always rely on my Eldritch blasts if need be."
If everyones willing to stay near Lyngheid for ten minutes she'll cast Prayer of Healing giving everyone 27 hp.

Lyngheid stands nearby wondering if her light bolts would assist, but figuring it would be best to conserve her few remaining spells for the moment.
She does use her dwarven insight to lend a hand with the stone work.

Baeshra turns to face the wheel for a moment, "Leave wheel where it is, pile debris upriver, let debris jam wheel and cause dam."
Definitely doable, though it may take a little bit. If you want to go that way, it would be a series of attacks and/or strength checks.
