"Good morning, Elmar. Yes, we did meet with Adabra, but she is dedicated to the craft and wishes to ensure her tools and other important equipment to bring to the town before her own safety. In truth, we were looking to fulfil this request, would you happen to have a cart, or at least some boxes, so we can arrange travel with a cart and beast?"Xarrothgives a friendly smile, but keeps his stance to not interrupt the person at their work.
Elmar walks up to you "well, I have a cart and an ox to pull it. But the mayor asked me to put together a shipment for the loggers' camp in the woods. I'm not sure how soon he'll need it. If it's not urgent I guess I could let you borrow them for a few gold pieces."
Lia comes in as the two are speaking. "Well, we will have it back this morning yet, as it is a fairly short trip to the windmill and back." She says with a shrug. "If that is acceptable then here is the coin for borrowing the items for the short time we will need them." She hands over the gold.
Rhok, in the background, nods as well in agreement that this should be a short trip, then, in hearing about the logging camp, recalls that the mine escort trip is towards Neverwinter. "Do you know of the mines that Mr. Raskin is needing to head back towards? We were planning on taking him there once we returned with Lady Adabra, if the logging camp is along the way we could take that shipment up for you" he asks Elmar after the others
Elmar seems undecided until he sees the gold in Lia's hand "just remember that I'll be needing the cart and ox back, he's named Vincent." He then turns to Rhok "I don't know where the mines are, I saw the new overseer at the Inn but he seemed busy and I didn't want to intrude."
Elmar goes out the back of the store and comes back with a one horned ox "he lost the other horn when he was a calf, never seemed to bother him", the shopkeeper explains as he gives the reigns out to Lia "is there anything you would like to purchase before you depart?"
Vincent lets you tie him to the two wheeled cart and you get the hand of leading him quickly. You follow the now familiar path to the windmill and as you are reaching Umbrage Hill a shadow descends from the air!
A young white dragon lands in front of you, jaws open, hungry blue eyes fixed on the ox!

Lia rushes straight towards the dragon. She then uses hypnotic gaze on it.
The dragon needs to make a DC 13 wis save or be incopacitated.
If the dragon saves Lia will use Misty step to get away, teleporting to the opposite side of the dragon from her companions.
If it fails the save she will stay put, using her other actions to keep the dragon incapasitated. "Just get past." She tells the others. "I'll join you as soon as may be..."
The dragon is so concentrated looking at the ox that doesn't notice the half-elf until she's right in front of it. It falls to the spell, its eyes loose focus and its head starts to sway slowly.

Impressed by Lia's quick and effective action, Lothlién does as she says, walking past her and the dragon. However, he readies a Scorching Ray to be used if the dragon finds a way out of Lia's hypnosis.

(Nice thing about hypnotic gaze is there is no save once it is up. She can hold it every round with her action. Going to be interesting once she releases it though, as the dragon can act normally once that is done...)
Snarlings, flames flashing from his nose and moth, Xarrothhands are clawed with fire in one hand and ice in the other... But he senses the wisdom his allies words. His eyes fixated on the dragon.
"How the mighty have fallen. Bahamut's might will crush, monster. Take these moments to reconsider your actions..."He speaks in Draconic as they make their around the creature...
Xarroth follows Lothlién's movements around the Young White Dragon with both his movement and Action.
Lothlién and Xarroth pass to the other side of the dragon without causing any reaction from it. The creature is lost in a trance.
Adabra's windmill is 50 feet away from the dragon. Lothlién is 40 feet away from the windmill, keeping an eye on the dragon. Xarroth is only 10 feet away, having dashed to move further.

"Get the herbalist packed up and away, I can't let this dragon go until you are far from here, or it will just attack us and probably tare down the wind mill." Lia cautions the others as they pass by. "Not sure how I am going to get away once I release the thing though..."
(Dm what options are there for Lia here? She has misty step, but I fear the dragon will just turn on us as soon as I release it. She can hold it as long as needed, as long as no one attacks the beast. The only real option I can think of is if everyone readies attacks to hit the dragon, at range, as soon as she misty steps away. Maybe the multiple attacks will get the thing to leave...)
Rhok passes next to the dragon, getting closer to the windmill. Looking back you see the ox getting nervous, but still in place with the cart.
The dragon is still enthralled and doesn't seem to notice what goes around it. Lia keeps her position, making sure the monster doesn't attack anyone.
