Once Alton is up on the balcony with him, Silent pulls up the rope and gestures vaguely to the big hole, whispering, Giant-sized, you reckon? Let’s tread carefully…
He’ll try to secure the rope to the balcony and start climbing down into the room.
I think we will head into battle and initiative before Silent moves. So he's tied the rope to the balcony, but not yet approached the hole or lowered the rope into the room below.
Alton, you stand at the rear of the tower. The only ways in are to follow Silent and climb up, though there is no rope to climb, or to head back to the front and rejoin Balasaar, which is about fifty feet away.
Silent, you stand on the ruined first floor, in a messy room with a hole in the floor to your right. It's a thirty foot drop, and you can hear Balasaar and the half-elf below. And you think you hear, or smell, something else below. Something large, and unmoving.
Balasaar, you look through the doorway and see a wizard's lab, and the half-elf inside, ten feet from you. He seems ready to attack you, though he has not done so yet. With your passive perception, you also see shadows and light move in such as way as to suggest another, much larger creature within. You also see the half-elf's eyes flick to the right as he finishes speaking.
(OOC: Just to be clear - if Alton hadn't yet followed Silent up the tower or told him he was going back around to the front, Silent would have left the rope hanging for him to climb. I mentioned he had moved it into the room assuming Alton was already with him on the first floor, so the rope should still be available to Alton if he wants to use it.)

Balassar just looks at the half-elf "Look I already told you I don't know any halfling named Wildcloak. I'm not looking for a fight..." as he notices the eyes flick the wheels in his head begin to turn "Question for ya, are you the one that's been hurting the giants?" he asks drawing his sword and raising his shield. His eyes just keeping watching as the situation develops.
If it is close enough, Alton will move close to the edge of the hole in the floor and look down; while preparing to dodge out of the way if something pops up.
Movement: To the edge of the hole, if he is close enough. Action: dodge

Alton, you move to the edge of the hole and take a look. Below you, you see a room with bookshelves, alchemist's equipment, a table, a bed and various other furniture. You see the top of the head of what might be a man or half-elf, backing away from the door. You also see an open trapdoor leading down to a basement, and the trapdoor is filled by a hill giant who is watching the doorway carefully, a large rock in his hand, ready to strike. (You can relay this if you wish.)
Balassar, the half-elf moves back from you, twisting erratically, almost frantically, as he does so (he disengages). His hands are raised, seemingly ready to cast a spell, but he does not do so. He ends up about twenty feet away, near the centre of the tower. He does not respond to your questions.
Silent retrieves his rope and moves to the edge of the hole as well. He uses his bonus action to manifest a new Echo (dismissing the one outside the tower) 15 feet into the hole, then has it move (a free action) 15 feet more such that it’s standing on the floor (30 feet below Silent, if I’ve got that right).
If the figure backing away from the door was still in view for Silent, he’ll position the Echo adjacent to him and Ready an attack if he makes any aggressive movements. If the figure wasn’t in view, Silent will use his action to secure and lower his rope into the hole.
As the elf moves back and stop Balassar keeps his eyes trained on him “Not here for a fight.”

long shot but Balassar will activate the stone rune as a reaction with the focus on the half-elf as the target.
When a creature you can see ends its turn within 30 ft. of you, you can use your reaction to force the creature to make a WIS saving throw (DC:13). Unless the save succeeds, the creature is charmed by you for 1 minute. While charmed in this way, the creature has a speed of 0 and is incapacitated, descending into a dreamy stupor. The creature repeats the saving throw at the end of each of its turns, ending the effect on a success. Once you invoke this rune, you can’t do so again until you finish a short or long rest.

Silent, it would be a full action to retrieve your rope. Everything else is possible - you manifest your Echo and move it as you described, floating down adjacent to the half-elf. But you cannot have him dodge, or do anything further with the rope.
Balassar, you see Silent's Echo appear and descend next to the half-elf who jumps in shock.

A confused but contented smile crosses the half-elf's face, as the maddened rage of before seems to seep out of him. He looks vaguely in your direction, and then gives out a wistful sigh.
