Action: Casts Tasha’s Hideous Laughter at the hill giant. DC 14 wisdom saving throw or fall prone, becoming incapacitated with fits of laughter and unable to stand up for the duration. At the end of each of its turns, and each time it takes damage, the target can make another Wisdom saving throw. The target has advantage on the saving throw if it’s triggered by damage. On a success, the spell ends.

The giant gives a loud, dry cackle, and drops down the hole; the trapdoor that it was propping open closes with a thud. You hear the strange laughter, muffled now, through the door.
Balassar, you still have your action and movement I believe?
Balassar will sheath his sword and walk over to the half-elf as he pulls the rope out from his backpack and begins to tie up the elf ensuring that his hands cannot move.
Balassar, you walk over and retrieve some rope from your backpack. You begin to tie up his hands, but with getting the rope, I think it's too much for just this round, unless someone is helping you.
The hill giant is cackling down below. WIS save: 7

The half-elf looks with a bemused expression as you grab his hands and begin to tie them: WIS save 4. He offers no resistance.
Silent uses a bonus action to switch places with his Echo at the cost of half his movement. He'll stop in confusion looking at the half-elf being peacefully tied up by Balassar before moving towards the two and, if he can get adjacent to them, using his action to help Balassar tie him up.
Who the hell is this guy and what's he doin' hangin' around a giant? Seems like an odd place to keep one...
Alton is going to move to a spot where he can get a better view of what is going on, if there is one. If not he will look around to see if there is another way down and just stay in his spot to keep an eye on the trapdoor.

Balassar just focuses on tying up the rope tight ensuring the half-elf can’t move his hands “He’s a wizard and he was looking for a halfling named Wildcloak. Got frustrated when I told him I don’t know one named Wildcloak. Also, look at his eyes I think he might have some answers. Also, gag him for me will you.”

It seems like the exact same moment, the half-elf's dreamy, confused expression is replaced by fury and hatred, and the cackling of the hill giant beneath the trapdoor abruptly ends.
At the mention of the word "wizard", Silent uses his action to quickly grab the blanket from his bedroll and tie it around the half-elf's mouth as a makeshift gag.
Simultaneously, his Echo will glide down from the floor above towards the trapdoor (moving a maximum of 30 ft. and trying to position itself in front of the trapdoor).
Silent, you get the blanket from your bedroll, but it's not very well suited to the task of gagging someone. You don't think it's very secure as it stands. Round Four Alton and Balasaar Half-Elf and Hill Giant Silent
(OOC: I was going off the description on DnDBeyond, which says "A bedroll consists of bedding and a blanket thin enough to be rolled up and tied." Not sure if this description is also in the PHB but I figured it was the best thing on hand for Silent to use to form a gag since it can be tied and would have more surface area than his rope.)

Fair enough. I would still say it's pretty unwieldy and needs a bit of effort to form it into a gag, but doable.
Balassar just draws his blade after securing the half-elf and places his hand on the shoulder guiding the man down towards the ground as he begins to grow larger as both an intimidation to the half-elf and in case it is needed "Get down slowly, any movement considers hostile will get you hit."
