"I do desire," Reema responds, looking not particularly desirous of any of this. "Please tell me more, and also provide any evidence you've collected about this man's supposed wrongdoing." Before you can speak, Reema motions to one of her underlings, and Wainwright pulled to his feet and led away, presumably to a cell somewhere in the back.
Rhane and Balassar, please give me a short summary of what you say, and give me a Persuasion check. Others can chip in to help if you wish.
Describing his work in protecting the borders of the Pallid Grove forest from the depredations of orc and goblin, Rhane describes his foolishness in trusting the human brigands and their betrayal and capture of him. The guards didn't speak much, but Rhane observed the aftereffects of many raids as he was forced to heal those bandits injured while raiding innocent merchants, travelers, and farmers. He speaks of his own imprisonment and the treatment he received, then of the loyalty of his friends who risked their lives to rescue him.
The pallid elf is matter-of-fact and truthful, but it is obvious he spends much more time "doing" than "speaking", and his conversational skills are rather weak.

After Rhaine is finished Balassar tells her about everything from his knowledge emphasizing the harm this group caused. He will finish by leaving room for Alton to tell anything he might have missed.
Rheema looks rather unconvinced, but says, "Well, we've no lawmaster right now, not until we hear from Zadash. I'll keep him in the cells until then, and send someone to this hideout you mentioned. Should be plenty of evidence there. Did you find any evidence of theft, of fraud, anything criminal beyond imprisonment?"
You also find paperwork referring to the activities of this brigand group, the Shadowless. It's list of resources, accounts, expenditures and so on, covering the last few years. If you take the time to read the papers carefully, the picture that emerges is of a leader who is trying hard to turn a gang of petty thugs into a serious organised crime operation, and hasn't had much success. The group's activities are documented, planned, organized with great care, but most of what they do is very minor, unimpressive, and sloppy - lots of mistakes and botched endeavors leading to the group having to lay low or move on to avoid too much attention from the authorities.
Rhane:
"Other than Wainwright's strange wheel tattoo and his ability to disguise himself, we have paperwork from their center of operations that details their exploits. I would expect what you find at the hideout will support this. The brigand group is called the Shadowless, and he kept calling out to some unknown mistress," says Rhane, encouraging whomever has the papers to turn them over.
"Oh, and didn't you say he murdered Lord Teratt's son -- and we could identify him by the wheel tatooed on his face?" asks Rhane, looking to Alton and Balassar.

I will assume that whoever has the paperwork, does hand over the paperwork.
"Lord Teratt, is it? Do you have any documents to show you're acting on this Lord Teratt's behalf? Well, never mind," the lieutenant sighs unhappily, "I'll keep this Wainwright locked up, at least until I've heard from my superiors in Zadash. I'll send them a message today. In fact, are you headed that way? Care to carry a message on my behalf?"
”I hadn’t considered it, but I would be amenable as well,” replies Rhane, though he looks more ready to get a hot meal and a good night’s sleep after his captivity than heading back directly on the road.

"Very well," Rheema replies. She sits at her desk, and writes a letter, slowly and carefully, making quite sure none of you are in a position to view it. She seals the envelope, waits a minute, and then hands it to Balassar. There is no name on the letter, only four seemingly-random words: 'Treasure. Brighten. Thirty-Three. Realise.'
"Hand this to any uniformed Crownsguard at the gate. Not to any mercenaries, mind you, someone wearing the uniform. They'll see it gets where it needs to go."
"Now," Rheema says with a definite air of finality. "You may go." She turns to look at Kef. "You may stay."
Kef shrugs, and comes over to say his goodbyes. "Thank you, for everything," he says, voice lowered to not be overheard by Rheema. "I learned a lot from you, and I won't forget. I'll be fine - I think. I know that look," his eyes flicker to Rheema and back. "I don't think I'm headed for a cell, or the gallows. If you're ever in town again, come and see me."
”Let us re-provision and rest before heading back out,” suggests Rhane. “I know after my captivity I could use some new clothes, a proper bath, meal, and bed for the night.”

Balassar nods “Sounds good, we can set out first thing in the morning. We stayed at a good tavern last night. I can take you to where Kef bought his gear.”
“Thank you, Balassar. Breathing free air is a blessing I have long been denied,” responds Rhane.
(He is most interested in restocking rations and personal grooming items, getting new clothes, maybe procuring another quiver of arrows—nothing too crazy, and mostly flavor for getting his kit back in good shape after being imprisoned for several weeks.)

(You can get all of that in the market, for the regular prices from the player's handbook. Let's say a variety of personal grooming items costs 2 silver pieces.)
Buying what he needs and getting cleaned up at the inn, Rhane prepares himself for what comes next. If it is late, he suggests they spend the night and head out in the morning. If not, well, no sense burning daylight twiddling their thumbs.
