No, its a bounty board, those who posted the bounties could have knowledge on where the snowflake piece is at.
"It flew in every direction, yes, but I'm certain that strange beam of light that hit it came from here," Halec answers Rosemary. "Look here, a pair of footprints, but they don't seem to lead anywhere! I'm a decent tracker, and I have to say, this is odd. Could it have been a magic user who fired on the Snowflake from here, and then flew off, or teleported somehow?
Halec also asks the halfling and the yuan-ti in the brown coat. "What do the two of you think? Oh, I'm sorry, I haven't introduced myself. I'm Halec Abadir, an artisan guild member tinkerer and weaponsmith, and apparently a not-retired adventurer. This is Rosemary, but she can introduce herself, of course. Who are you two, if I might ask?"

No, its a bounty board, those who posted the bounties could have knowledge on where the snowflake piece is at.
OOC: Didn't the snowflake *just* explode? Can the board be updated from long distances via magic? I'm just trying to understand what my character would make of the suggestion.
OOC: There might be some timeline confusion. Unless the DM says otherwise I assume things are moving in a relatively quick pace, as no scene transitions regarding elapsed time have been provided. For that reason Halec reacted oddly to Anthony being released so quickly, as it seemed very little time had passed from when he was apprehended. Similarly, I was under the impression the Ruby Snowflake just exploded, moments ago, so the bounty board already having information on the whereabouts of the shards would seem improbable to Halec, unless he knows the board to be magical.
Has there been elapsed time we were not made aware of? If so, can you clarify so we have a better grasp on the passage of time and any scene transitions? The Anthony character was just knocked out, for example, but is now active again. Please clarify the passage of time, to avoid confusion.
Lucky for Anthony, a priest walks up to the knocked-out dwarf "you poor thing" he says before putting a goodberry in his mouth. Its taste is surprisingly sour, but it snaps you awake.
As you walk in, a bird familiar with a paper in his mouth flies over Anthony and up to the board, putting the paper in an empty space it finds. Right after, the stableboy next door puts up a muddy page of his own.

I've heard these tales about these golden apples that only grow in Hard Oak woods, however, I can never find one. If someone can get a golden apple and meet me by the river, I'll give them something good for it.
A plague outbreak has occurred in my village, Pureblood Oaks, and the cure is hidden deep within the mineshaft by the ravine. It's too dangerous to go alone, and as a doctor, I have no skill in fighting, so I can't go. Someone find the cure, fast!
Chazrael nods. "I'm Chazrael, you don't need to know my last name." He studies the job board for a moment. "Personally, I like the idea of catching kidnappers at the bar. And if we make it early enough, we can have a nice drink. But that's just me."

Chazrael nods. "I'm Chazrael, you don't need to know my last name." He studies the job board for a moment. "Personally, I like the idea of catching kidnappers at the bar. And if we make it early enough, we can have a nice drink. But that's just me."
"Well fair enough, Chazrael, nice to meet you, albeit under some truly awful circumstances," Halec says. "Right now my biggest concern is with the Snowflake. I don't know that kidnappers will matter very much if this entire valley falls into a ravine. What are your thoughts on all this, yuan-ti gentleman? And your name?"
“Kidnappers, plague outbreaks, this is all very troubling, and none of these were posted when I checked this board earlier, but none of these have anything to do with the explosion of the Ruby Snowflake,” Halec says, mildly agitated.
“I don’t know why the mayor thought they would, given that it just exploded. I suppose if we can find some opportunity to do some good and earn some coin in the process on the way, that’s fine. Did anyone even spot the directions the shards flew in? The entire area collapsing into a ravine is the bigger problem right now. No one else seems to be stepping up to do anything about it, and apparently they sent their entire blasted military off to some campaign somewhere. That leaves it up to, well, to me, I guess. And any of you willing to take up the cause.”
Halec continues to gesture to the yuan-ti man to see if he is interested as well. “I would be happy to take you along, Rosemary and Chazrael. But saving this entire Snakeskin Valley region is my concern. I can’t let anything else stand in my way. It’s by far the more pressing concern, the greater need and greater good, at present.”
The mayor walks into the room "There's something I forgot to tell you." He points off the cliff to a huge ravine "That ravine right there was the effect of our last incident. From the looks of it, we can only last about two weeks without the Ruby Snowflake. As you collect pieces, it should give us more time"

I was under the impression that a fair amount of time had passed, although being knocked out doesn't always mean a long time.
