Regardless of the outcome, if he sees the dwarf going for his pouch, and failing to answer, Halec bellows at the top of his lungs, "Guards! Thief! There is a thief! Guards!"
OOC: We should probably wait for the DM to adjudicate the results of the Handle Animal, and whether the pouch was stolen successfully, before proceeding to any sort of chase scene.
(Anthony, if you want to steal something, you need to roll for Sleight of Hand, disadvantage on the pouch) While trying to handle the mule, Anthony did something unknowingly that angered the animal, causing the dwarf to get kicked in the face.
OOC: I will need clarification from the DM on whether Helen the Mule was freed and agitated to flee, or if she remains docile, what the stableboy is doing, and what was taken, before responding accordingly to the fleeing dwarf. The DM may also want to determine what item, if any, was taken from the saddlebags.

"That's the way, Lady Helena! Proper kick, good show! Guards! Guards!" Halec continues alternately bellowing for guards while standing in the entryway to the stables and waving his arms about to attract attention, and verbally congratulating the mule.
OOC: Is the doorway Halec stands in the only point of entry for the stables?
Drawing my bagpipes from my pack, i begn playing a discordant tune, hoping to make the guards confused and not want to follow my dreadful music. OOC: I love "the pipes" but when they're played wrong, i wouldn't follow them if i was going to be fired if i didnt
OOC: If the entryway is narrow enough, Halec would have tried to block the dwarf from exiting the stables.
If it was wide enough that the dwarf could slip past easily, Halec would follow the dwarf, likely overtaking him with Halec's longer strides as a human than the typical movement speed of a Dwarf, and continue to shout and wave his arms to draw the attention of the now present guards.
"Oh, of all the ridiculous nonsense! Guards! Thief, thief running around here! Is nothing sacred? This is a life affirming festival, a time of renewal, where people make resolutions to lead better lives. And this, oh, damnation. Thief!" Halec continues his verbal tirade while either blocking the dwarf, or pursuing the dwarf.
OOC: Would Halec know anything about the local laws concerning a traveler to the city using force to protect their property? His default assumption was to call the guards, but if he elects to engage the thief in combat, does he know if the guards would approve, or frown on that? He is a licensed guild member, so he is likely aware in a general sense of the laws of most local regions, particularly an important one like the festival locale.
OOC: Let me know how Halec thinks the guards would feel about him engaging in combat with the thief, and also whether Halec was able to keep up or outdistance him due to move 30 vs move 25. If I need to roll perception let me know that as well.
