"You don't want to do this, thief. It isn't worth your life. Don't ruin this festival for me," Halec says, half angry and half pleading. "Guards, he's a slippery one. Permission to aid in subduing him?"
The guards break up any patrons that begin to riot while another one handcuffs Anthony, escorting him to the town's jail. Two of the patrons sitting at the bar (Rosemary and Ophiwalyn) saw the whole incident unfold before their eyes.
OOC: Because the feats and battle master archetype did not show in the drop down for character creation, I wrote that information in under both Actions: Other, and Notes.
To the guards, Halec says, gratefully, "Well done, thank you, thank you. Shameful, this sort of thing happening at the festival. Don't be too hard on him, now. He's probably either mad or desperate, to go scrounging through another man's saddlebags right outside the Adventurer's Château. I would say it could be hunger, but that doesn't fit from the looks of him. Thank you for your service, sirs and ladies."
Halec twirls his handlebar mustache after catching his breath, and then smiles and waves somewhat awkwardly towards those present in the bar, including Rosemary and Ophiwalyn. "Apologies, goodfolk. It would seem some do not honor the spirit of the Red Winter Festival, and were using it as cover for acts of thievery. The guards have done their jobs admirably. Don't let it ruin any of your enjoyment. I don't plan to let it sully my spirits." He laughs jovially.
If neither of the other PCs engage Halec in dialogue, after recovering his stolen property and thanking the guards once more, he will return to take his mule and then seek out an inn.
He will ask around for the one with the “most secure stables,” after his recent experience. If it offers more security, he may pay more than he normally would for lodging, assuming his budget still allows enough for his planned stay for the festival.

Depending on when, after finding a "secure inn and stable" and stowing his mule and the gear the mule held as of last description, Halec will either head to observe the ceremony, or, if it takes place at a later time and there is time, he might contact local Guild representatives using his Background feature from Guild Artisan to see if there are any quick local craftsman jobs he can perform as a Tinkerer or as a Smith to earn some money, given the lack of adventuring work.
Also, if the other PCs' players are present in this chat, the prior scene could be an opportunity to interact/describe your characters, if you wish to do so.

Rosemary, a tiefling girl with purple skin and dark-purple hair, sits at the bar and watches the scene unfold. She wears simple clothes that let her blend in, except for a bright red coat on her lap. With the thief causing a scene, she couldn't help but cheer him on for a second, before retreating into whatever beverage had found its way into her hands at that moment. She hadn't come to the tavern to get attention.

This is just as much a part a part of the festivities as the drink I'm holding."She slams a copper piece onto the bar, far too little to order anything, hopefully enough to keep this new arrival here. He looks far-travelled. "Can I get you something?"
Assuming she was talking to him, Halec gives the tiefling girl and awkward smile, looking torn. "Oh, I suppose I can spare a moment for a brief libation. I did work up a powerful thirst chasing that brigand halfway across town. I'll have to be quick, though. I need to get back to Helen, she doesn't like to be kept waiting."
He extends a hand, roughly gloved as part of his scale mail armor, and says, "Halec's the name. Halec Abadir. Pleased to meet you, miss. You've restored my faith in people."
Anthony, your cell is made out of stone, a bench sits in the corner right next to some shackles, both look very uncomfortable. The iron bars look very rusty, yet still sturdy. All your things were confiscated when you were thrown in the cell, so you have none of your items on your person.

I take a long rest, pay the fine, and begin planing how to steal it back.
I also begin searching the shops for a ring of invisibility.
