Shaking off the Harpy's song with Okkar's help, Evan spins and throws a Silence spell on the singing harpy, cutting it off in mid-song! He turns to the Harpy who struck at him and prepares to smack it...soon.
The silence spell will easily encompass the entire overhang over with its area of effect, no other PCs are effected by the charm effect now, and all can act normally.
Finding himself unable to continue shouting at the owlbear, and not having much luck in any case, Ilecerys turns and steps toward the harpy attacking Evan. He lashes out with staff and fist.
Quarterstaff Attack: 11 Damage: 4
Bonus action Unarmed Strike: 7 Damage: 7
Quarterstaff Attack: 24 Damage: 8
Bonus action Unarmed Strike: 19 Damage: 7
[[Dice messed up so I tried to do them again, go with the first roll I guess...]]

Harpy AC is 11. At least one hit.
Are you adding Stun Strike to the hit for a ki point?
This post has potentially manipulated dice roll results.
Seeing Ilecerys attack the harpie in melee with Evan, Tareven will turn toward the harpie that is engaged with Okkar and yell "Okkar watch out!" so he knows I'm sending an attack toward the harpie's way. I cast Ray of Frost
Attack 24 Cold Damage2
If I was supposed to make a wisdom save from the harpie song earlier 5
OOC: didn't know if I had to make it before Evan cast Silence

Given that party initiative is fluid you were able to act as Evan took his action before Teravan.
[OOC: Nanoc's Wisdom save, if still relevant: 7. It might break his rage? DM, pleases let me know.
Presuming he is not affected at the moment because of the Silence, Nanoc will swing at the Harpy that is in front of him while screaming soundlessly. This time he will use Reckless Attack.]

To-hit roll with Advantage: 25
Damage: 5
If Sneak Attack is relevant: 4
Rage continues as he has not gone a round without either attacking or suffering damage. The attack is a bit and as there are other allies adjacent to the enemy and he has advantage from reckless attack, sneak attack also applies for the finesse weapon, dealing 9 damage.
The silence took place before your turn so you could act normally.
The Ranger will need to act, and then enemy turns. One harpy is withdrawing with only 2 hp left, the others have been wounded by staff, scimitar and frost, and the battle rages on now in eerie silence due to the Cleric’s Spell.
(( I think Galtheon grabbed Okkar...what do I have available to do? ))
I thought that was the prior round. You could handle animal with advantage, DC 15 to scare off one Owlbear, bonus action handle animal to keep the horses calm, or fire on an enemy. No one has attacked the Owlbears so they can both still be cowed.
If I’m mixing up the rounds it’s on me. Go ahead and take an action.
(( I just reread your comment; if he was able to use a bonus action to calm the horses before moving, he would have done that: Animal Handling 8 - Add three to that, wrong skill, so result is:6)
Must be because they can't hear his soothing words. But then again...they can't hear the sounds of battle now, either ... not sure if that would frighten them, or calm them!
Evan:
New save thanks to Okkar: Wisdom: 18

Evan can take his action normally this round, possibly finally getting that Silence Spell going.

As a reminder Silence does require Concentration.

Are you adding Stun Strike to the hit for a ki point?
OOC: Were you using a Ki point for a Stun attempt?
Or any other monk abilities, if that isn’t among his.

[[Not until 5th level I'm afraid. No, just a regular attack.]]
That's right. I haven't played a 5e Monk as of yet.
(( I think Galtheon grabbed Okkar...what do I have available to do? If that didnt happen, then: ))
Seeing the harpy possibly escaping, Galtheon moves clear of the overhang and fires:
Attack: 7 Damage: 10
(assuming no advantage etc)

(( I think he'd attack the one fleeing, as above; if the one that was singing is dead, he would transfer the hex to the one fleeing ))
In case he was able to get advantage by sneaking, alternate roll: 10
Galtheon's arrow flies wide, and he tries to line up a better shot for next time, ad gets a little close to reduce the risk of losing sight of it.
OK, moving on to monster turns
